Traditionally the best tactical captain is in an alien with traits set for a build in an escort. What you suggested is an experimental build for fiddling. nothing wrong with that as long as you still have one main build to fall back on. I know I have 3 tac feds but I still fly my main most of the time. I personally wouldn't use a Catian as a tactical. I use them as an engineer. Pounce is a nice ability that I think go well with the enemy neutralization kit. Who knows, you might find that it works well for your play style.
Maximum DPS is not the be-all-and-end-all of this game, or any game. Having maximum fun is.
If you come up with any combination of captain, ship and build that makes you laugh every time you take it into battle, then you win the game.
Even if you die a lot and rank at the bottom of your team, if you're having fun, you win.

Agreed, I saw a you tube film with a catian ship firing turrets and with the tactical ability's I thought he must had a lot off fun and he won several battle's too !!!

The Atrox isn't really an offensive powerhouse to begin with, since it only has a Lt Tac BOFF station. This limits what you can do with your weapons, offensively, but it severely limits what you can do with cannon weapons. There aren't any cannon abilities at Ensign level, and you're almost always going to use that for Tactical Team 1 anyway. That leaves you with one other Tac BOFF power at Lt level. If you were flying a beam boat, you'd have a lot of choices here for beam powers: Fire at Will 2, Target Subsystem 2, Beam Overload 2. With turrets, your only real choice is Cannon Scatter Volley 1 for some AOE punch, or Attack Pattern Beta 1 to help your team (and your fighters) take down strong single targets more quickly. You might even take Attack Pattern Delta 1 or Tactical Team 2 if you're going to be using your Atrox to support your teammates with your Lt Cmd Eng BOFF station and all your Sci powers.
It's kind of sad, really. The Vo'Quv is *so* much more offensive with it's Lt Cmd Tac station. Being limited to a Lt Tac station really hits home how the Atrox is a science ship, made for support.
About the best you're going to do with turrets on an Atrox is Cannon Scatter Volley 1 + Directed Energy Modulation 2 for some decent damage output every 90 seconds. You *could* use your Lt Eng power on Aux to Batt 1 with a few Technician DOFFs to really lower the cooldowns on Cannon Scatter Volley 1 and Directed Energy Modulation 2, but most people would probably tell you that dropping your AUX power level down next to 0 is a *really* bad idea for any science ship, especially one that's going to be relaunching fighters every 10-15 seconds.
I used to use a buff stripping build on.my Jem dreadnought that involved 7 turrets.
Did it work? :P
OP: Play whatever you want to play and have fun, first and foremost. You want that Caitian TAC in an Atrox? Have at it. You want that Joined Trill TAC ENG with the KDF? Have a blast (I have one too, a rarity today). The main thing is you're playing what you want to play. After all, it's you logging into your character and making that character "yours" and what you're going to do with them that session. If you pick a character type that you do not like simply because it's all about min/maxing, and that style doesn't suit you, I guarantee you will not play long. Nothing sucks more in any RPG that you are playing a character that deep down, you never wanted.
As for the Caitian TAC, for min/maxing, I wouldn't suggest it. If you don't give two sh**s about that style of play, tell everyone to f-off and have fun.
Yes it did work. Usually combining my tank powers with the fact that I could easily ruin an alpha strike it was just about impossible to kill me or my allies.
All turreted Atrox...could be interesting. If that's what you wanna do, go for it. If I may, however, a Hyper Plasma Torpedo might be worth throwing on there, only because I can't get this image out of my head:
Trap a bunch of ships with Grav. Well III, hit 'em with Scramble Sensors, and follow up with Torpedo Spread and CSV.
Effective? Probably not not so much, but I bet it would look awesome.

Well I guess I'd ask why you think that combination would be good as a tactical?
