Andorian Phaser Dual Heavy Cannons

I noticed in a few blog posts and STOAcademy, there are Andorian Phaser Dual Heavy Cannons XI on a Charal Escort.

Yet claiming this ship, the cannons does not have the Very Rare moniker and certainly not XI. So what's the deal with this? Are the XI Very Rare cannons apart of the 3 set only?

    The cannons you saw are Dil store purchased upgrades. You can buy any of the energy weapon varieties in there for the Andorian Phaser energy type.

    i saw someone linked an andorian phaser Dua heavy cannons MK XII
    mk 12!!! very rare
    how can i get hands on that ?
