Missing Facility 4028 chain

tldr: Facility 4028 chain is not appearing for me. Ideas why?

As above, I have not yet seen the start for the Facility 4028 assignment chain, the "Attend Briefing At..." mission, ever. I have completed 4028 and spent large amounts of time in the sectors where the wiki reports it can be found. In fact, I completed the original Facility 4028 story mission back when it was new, but I didn't play a lot of the intervening time between then and now. But several weeks at least of active play have gone by without sighting of this mission. Does anyone know about additional requirements for it to appear? Is this a bug? Am I just really unlucky?

    Just unlucky. I was actually lucky enough to get most of the chain almost back to back a day after they were added to holodeck. IIRC; most of them are in the personal list of missions...but I could be wrong, it has been a while.

    When it came to 6th toon I went back to regulus to start it off but nothing. After several failed tries I wandered around and found it in omega leonis and every time x completed x+1 was there and it was done in no time.

    Check out dofftrekker by ZEROBANG for his awesome work. Admittedly as people complete chains the early parts don't get reported because they can't see them but you might get lucky.

    Blergh, its not appearing for me either. Been looking every day for weeks on my third toon, with no luck. 8(

    Its not just some parts... it's the first one. I've been searching for months now on my 3rd toon. I check all the relevant sectors every day, I've done the 4028 mission from the storyline (and most of the others), so I dont know what I could be missing.

    Are there some hidden pre-req's? Obviously I'm not the only one who cant find the first mission anywhere...

    As with all doff missions it's time and frequency of appearance are random. This is one of the more rarer ones in game and sometimes can be a real beast to get

    Well cheese and crackers... it finally turned up in Omega Leonis... for my fed toon. Go figure... was only able to get in there today once I got my diplo rank. /sigh!

    Oh well, least I know it isnt bugged!

    Has anyone got it outside klingon space?
    I too have been searching for literally months in fed space, but nothing has turned up.
    It is meant to be 'rare' but seriously, this is beyond super duper rare.
    I have seen plenty of 'very rare' missions pop up all over the place, but never this.


    When can you enter klingon space as a fed?

    Get rank 3 in Diplomacy.

    I've seen it in a weird array of locations.

    Also, a mission's displayed rarity has little to do with the actual frequency with which it spawns. :(

    Yes it took me like 3 weeks to see the starting mission for this chain. One I only found it in the department head, not under sector. Two, I think it is Diplomacy 3 level locked. Three, after the first one popped all others came one after another.
