My elite fleet phaser weapons have [Dmg]x2 [Acc] (you can get [CrtD] and [CrtH] variants as well). They also have a 2.5% shield-regen proc, though the exact stats of the proc are not listed (no listed duration, and quantity changes between ground vs. space tool tips).
Anyone know if it's the same for DHC's and if you can use disruptors on a Fed and vice versa?
Yes, DHC modifiers are the same as beam arrays and turrets. The gear is bind-on-pickup, so I don't know how to put disruptors in Fed captain hands and vice versa.
For anyone wondering, the KDF Disruptors have an interesting proc: 2.5% to deal 25% more damage to enemy shields
Much more useful than the FED version.

If you use a non-phaser/disruptor weapon type, or you plan on getting them some time this year, get the Advanced instead.

Character bound, to be more precise, meaning you can't stick it in your account bank as a Klingon to ship it off to the Federation.
