Short answer: no. Long answer: it's like using a joke weapon in a fighting game to beat someone. The anger some "serious" players have at dying to one in PvP makes it worth it to use at times. Use a build similar to the one you would use for the C-Store Tactical Escort Refit (Sao Paulo, Captain-level ship).

It's been a long road, getting from there to here~
for the most part, I'm going to have to agree and say no.
I've had some success with it in PvP. I would imagine because it's so small people have a hard time targeting it with all the spam that is present. I've won a few 1v1 dog fights, though I would imagine it was because either the enemy underestimated me or was laughing too hard to pay attention or both.
It comes down to player skill and build, but over all it is a vastly inferior ship. Fly it like a BoP and hit and run, it's probably your best tactic in this ship.
The problem with the Fleet Aquarius is that it is functionally a neutered Fleet Defiant.
The turn rate is the same as the Defiant, as is the crew (not that crew really matters, though). It loses an aft weapon slot, a lot of Hull and Shield points, and gains nothing to compensate for its shortfalls except a couple universal Boff stations (that may as well both be Science stations, if you ask me).
I think it should have a turn rate of at least 21, and it should have a third aft weapons slot added. Being faster and more maneuverable than the Defiant (and getting a higher bonus defense as a result), while having the same amount of firepower but much lower Hull and Shields sounds pretty fair to me.
I doubt we're ever going to see real buffs to any ships in this game, though.
I recommend using a basic Defiant build for your Aquarius, with the exception of that Universal Ensign station -- I would put either Tractor Beam or Mask Energy Signature there, depending on what you plan on doing. You could even have two Science Boffs to swap out there.
It really should have a higher turn rate. I mean, it's tiny. It should have delta-v coming out the TRIBBLE.
That said, it's fun. Which really should be the important thing. It also looks neat, and it makes people who take the game too seriously splurge. All in all, worth the investment.
I use the ensign universal for engineering, running two emergency power to shields and it's not really all that squishy.

so all in all it is a trollboat...
as another one said already, if you get killed by it in PVP you get twice as furious.
Worth the investment? NO, unless you want to troll people with it and get many negative comments for flying one in stfs or PVP.
didn't they give this thing a boost?? what did they boost on it?
Its shields and turn rate were previously even worse.
