question about Eng Consoles

If I equip 1 XII VR Neutronium console %20 all damage resist, and 1 Monotonium XII VR %40 Kinetic resist. Why when I look at my ships resists while in space does it say %18 all damage resist and %37.8 Kinetic resist.? Why the decrease?
