I have opened a lock box and i have received this ship.
Im a VA lvl 50 Sci captain. and i need some tips in making this ship in to a death boat
Any building tips for me?
I like to Pve but i want it to be able to survive during PVP as support
In Pve i would like to do damage.
My current load out of weapons
Front : 1x polarized dual beam tetryon 2x plasma torp
aft: 2x rapid fire transphasic torp 1x dominion polaron
Deflctor: borg
Shield: j'em hadar
Engine J'em hadar
Engineer console: Neutroium 3x or ( 1x neutronium 1x Borg consle 1x isometriccharge)
Science: 1x typler glider 3x particle generator or ( 3x shield emitters)
Tactical: 3x ambiplasma envelop (increase plasma torp damage)

As for build - the temporal warfare set seems to work really well on this ship. However, if PVP is something you would like to dip into you may want to go for the following:
Fore Weapons: 4X Dual Cannons (You cannot load DHC) - Weapon Type can be AP/Disurptor/ etc...
Rear Weapons: 2X Turret & Cutting beam
Deflector & Engine: Borg Set
Shields: Borg OR Maco
Engineering: Neutronimum throughout
Science: Tach, Borg, ZPE and soncole of your choice
Tac: Weapon amplifiers like AP Mag Regulators or similar - best quality possible.
Devices: Subspaces Field Modulator & Red Matter Device if you have one. Otherwise, stock up on batteries (weapon and engine).
As for bridge officer powers, consider using Omega, Beta, CSV, CRF, Extend Power to Shields, etc... I see that you already have hazard emitters and what not... being a science captain there are undoubtedly other suggestions available to help you maximize those powers especially intended to help your survivability. I am a tac captain myself so this is where my suggestions come to an end...
Generally, when it comes to PVP your going to get rid of most gimmicky consoles in favor of survivability and punch. Although, some consoles can be helpful including the subspace jumper if you have one. If you do use the temporal warfare set you should do extra hmwk on this as I am not very familiar with its advantages or disadvantages.
Finally, remember that PVP is all about team work! Even the best tac captain will do TRIBBLE against a well equipped/prepped cruiser with heals and what not coming out of its wazoo. For example, in an especially long and unusal PVP match last night I was killed 5 times but killed 29 ships myself! The next match I went into I was killed 4 times and managed to kill 0 ships! So yeah, without the proper team work your pretty much firing blanks! Generally, when pugging it, I suggest that you focus fire on the ship being hit by at least one other team mate (especially if nobody has stepped up to give directions) and don't hesitate to throw heals on escorts when you get the chance (or any ship in need of help for that matter). Very few people bother helping out sometimes and the game just gets frustrating. Stick in groups of two or more if possible.

You're listing a Mobius build, not a Wells build. The Wells can't equip DCs (source: I have one), and it only has 3 forward weapon slots.
To the OP, you're not going to deal damage in a Wells. Sci ships that aren't Vestas or carriers just aren't damage dealers. You bring plenty of utility, especially in PvP, but your damage won't come close to what an escort or cruiser can do.
kinda regret getting it, heck even start regretting making a Sci toon
Welcome to science.
Consider using a carrier instead. That way you can actually do damage and do science. Being science alone is just a weight on the team, to be honest. (The Vesta is popular because it's a weird hybrid of science ship + carrier + escort, and is pretty much a swiss-army-knife in flyable form)

As for Bridge officers:
LT CDR Universal: Tactical officer with Beam Overload I, Torp. High Yield II, and Dispersal Pattern Beta II

I usually disable a shield facing then use my kinetic weapons on my target while the tractor beam or gravity well keeps them in place. I should also note that this build is very much a work-in-progress - I don't have the reputation equipment or the Temporal Warfare set yet but the ship works well in PvE. It won't do the damage of an escort but I've found it to be rather fun.
And there are definitely ways to make it work for your team. It just takes some experimenting, and you need to be able to take a pounding.

Could definitely contribute to any STF. Grav well, EWP and chroniton torp spread will make any group sit in one location and hurt. You'll most likely also end up having all the aggro in the map. The rest of the team can take potshots and cause warp core explosion chain reactions.
Also very useful when saving optionals in ISE and KASE.

For more of a single target spike kind of thing, with additional debuffs (APB & Sensor Scan) and minor CC from GW3.

Anyway...I hate to be the bearer of bad news, but:
Why are people suggesting running Tachyon Beam?
Even with every possible bonus and maximum Aux power, it is laughable in PvE. Under 600 damage per shield facing per second.
And Charged Particle Burst? Seriously? A 5k shield hit every 45 seconds is good in PvE?
Do people not even read their tooltips to see what pathetic numbers these abilities put out?
