Weird doffs distribution

I usually use the personnel officer in academy or in fleet sb to "break" unwanted duty officers into others that i can sell or add to fleet projects. I've noticed a weird distribution among the resulting duty officers.
Medical officers have a really low drop rate compared to other cathegories.
I make some examples considering only the security officers for a comparation since they've even less sub cathegories (3 sub cat for sec/ 4 sub cat for med).
i "break" 15 rare duty officers and among all final white doffs (duty officers) i get 8 security ones and 3 medical ones.
i "break" 9 rare duty officers and among all final white doffs i get 3 security and only 1 medical.
i "break" 33 rare duty officers and among all final whites doffs 22 security and 9 medical..
Plus it looks like the drop rate (already so bad) changes day by day.. some days it looks like the drop rate is 1 med out of 30 doffs. Other days is 1 out of 40.. 1 out of 15..
I agree that not all the cathegories can have the same drop rate because of their "weight" in terms of sub cathegories.. but how is possible that even a smaller cathegory like Security has a better drop rate than medical..?
I'd like u could fix in some ways the "exchange duty officer" option so that we could get an adeguate numbers of medical officers.

My guess would be that it's just your sample-size that is too small. With 42 possible results (43 on Fed side), you'd probably have to grind doffs numbering in the 10s of thousands to get an accurate result.
i just made some examples.. it's already many days that i'm doing massively this "activity" and the results are almost the same. Sorry i couldn't take a report of ALL the exchanges (btw are there people that keep trace of thousand of exchanges?!?!) i've done till now but what i reported was the "usual" tendency i detected in my job.
I notice this too (on a sample of now over 1000 fleet boxes and about 250 green officers broken down).
Roughly the chances I noticed (and work with) from fleet boxes white are:
2 medical - 9 science
2 security - 5 tactical
4 operations - 7 engineers
It seems the distribution on medical DOFFs and security is not as even as it should be.
Now this could still be an oddity just with my shortish number of trials - it would be interesting to know if someone else noticed this positively or negatively.
