I don't normally use DOFFs to boost my skills that much, except on my Tac Captain space powers and such so I am unfamiliar with most of them. I tried a quick google search and came up empty handed on repeated attempts, so I'll ask here.
My question is, are there any DOFFs that either reduce recharge time (preferably) or improve effectiveness of the ground skills Reroute Power to Shields (not Shield Recharge), or Fuse Armor/Weapons Malfunction, anything like that?
Engineers are a bit shafted on the ground, not so much due to bad DOFFs, but limitations of useful kits tends to be a bit of a downer.

That said, a Fabrication Engineer DOFF is great to have, because it lets you possibly summon another Support Drone (two with a purple).
A couple other DOFFs can let you summon more Turrets or Quantum mortars, along with a DOFF that summons a shield/med generator when you use the opposite ability.
My personal favorite though lies with Diagnostic Engineers. They give you chances to proc a ranged damage buff anytime you hit Equipment Diagnostics. That buff can also be used on another person. By using the Equipment Technician kit (Equipment Diagnostics, Shield Recharge, Fuse Armor, Weapons Malfunction), an Engineer can still be a beast on the ground without explosives.
I remain empathetic to the concerns of my community, but do me a favor and lay off the god damn name calling and petty remarks. It will get you nowhere.

Yes, yes, yes. Thank you so much for mentioning that Equipment Technician Kit. I wasn't aware of that. I was using Enemy Neutralization, but I was also focusing on trying to buff my shields. But I wanted the Fuse/Malfunction because I like this guy as a lockup type guy. From what I've been reading that's not really that good of a PvP build, so if it doesn't work out that well then no biggie, I love this guy for a ground PvE eng, it's really fun to lock people up >:D
I'll look into those doffs for Diagnostics, thanks. But the new kit skills will help for my shield buffing
Well I found I have 3 Blue Ranged proc Doffs on my main, and 2 purple Jem'Hadar that give a chance to make shields 99% resistant after using shield recharge. I slotted both of those, and one Ranged proc, I'm guessing its max of 1? It wont let me slot the other 2.
Also, random question. Anyone else have an annoying thing where if you click your powers (no keybinding really) they sometimes don't activate. The icon will flash or whatever but the skill/item doesnt activate? I get this TRIBBLE in space and ground. And during an Assault last night it went from annoying to infuriating. What the hell good is my Fuse Armor or for that matter my Hypo if I click the damned thing and nothing happens? I click it, it flashes. Clearly the game KNOWS I clicked it! It's just trolling me. I think Q's behind this nonsense. Sometimes if I click hard and hooooooold it, it'll work. Is there any way to fix this? (I know, smartass, keybind things!) but for now, is there maybe a click sensitivity or something that needs to be adjusted? I tried looking in STO options, even in windows mouse options, and found nothing.

It's a max of three diagnostic engineers. Even though they have different powers, they're all diagnostic engineers.
It's worth it to leave out the Jem'Hadar and just use three of the ones that boost ranged damage. Just remember to use ED as often as possible. Give a boff the power, too, and they will use it on you.

Though for myself, I did find a lot of good usage out of the Jem'hader ones while I got more used to the Equipment Technician kit.
That said, the Jem'hader ones are AWESOME for DOFFing it up, especially if you make mk XII consoles.

Most abilities have a 0.5-1 second activation time which is similar to a Global Cooldown in other games, and you can't activate one ability before the activation time of the previous one is finished. Note that ground weapon abilities also have an activation time that locks out other actions. The activation time for a Pulsewave Assault weapon attack is 1.25 seconds, for instance.
