I find it bad enough that it's so expensive to trade up for better doffs, but one thing I dislike even more is the officer exchange missions. Let me clarify.
As an input, civilian duty officers are excluded. Fine, I can understand that because the concept of the officer's exchange is to trade military officers so it makes sense not to allow a bartender to be traded. However, I don't like giving up even a green level security officer and getting back any bartenders. Bartenders are as worthless as TRIBBLE on a bull. To make matters worse, this worthless bartender can no longer be traded for a useful officer, adding more deadweight to my roster. Why should I give up one of my perfectly good officers to get a civilian when clearly the partner I'm exchanging with won't take one of my civilians? This is inherently unfair. One of two things needs to happen, either allow civilian doffs to be traded as an input, or exclude civilian doffs as a reward.
Second, can we please have more variety as far as duty officers? Possibly have random exchange missions in every sector block which would correspond to a different race. Cardassians are fine, but maybe I would like a few Vulcans, betazoids, andorians, romulans, etc. I don't much care for Bajorans as I find them too superstitious, especially for a warp culture. I'm also getting a little tired of the paradans, its' they who tend to send me the most civilian doffs (maybe that's the unscrupulous trait).

I must agree that the Cardassian and Bajoran officer exchange needs to be look at I give good blue and Purple officers and get back Bartenders or Diplomates back. Everyone knows we are looking for Engneering type with reslove trait. What is up with that?
Or a better question is other than the expensive exchage where/what is the best way to get Engneering type doff with resolved trait?
its a gamble, if you match the traits you are more likely to get blue officers.
pretty sure i get mostly security & engineers.
also... that is how it works with the different sectors, you can get vulcans, trill, betazeds and catians provided you are in the right sector at the right time.

I'm not complaining about the "quality" of officers, just that certain types of officers are always excluded, but you can receive officers from the excluded category as rewards. I find that unfair. The officer exchange programs always exclude civilian officers because they aren't actual members of star fleet or the klingon defense force respectively. Furthermore the concept of an officer exchange has a tradition in reality. For example nato countries have officer exchanges. This is the equivalent of sending a special forces soldier and getting back a bartender or some freakin petty merchant. I for one would rather take a green security officer over a dozen purple bartenders.
What lit a fire under my butt to do this was the last mission (and many others like it). I traded a green security officer with spirituality. I got back a purple bajoran bartender. My roster is full of bartenders peddling alcohol free scotch (even more worthless). To add insult to injury, I can't exchange that bajoran bartender for something useful because he is a civilian.

I have no idea on the KDF side, I know that the propensity for Civvie doffs is annoying, the only places they really should show up, in my mind at least, is the sector Cultural exchange. I still say they need to reduce the costs some, and or move that cost to the exchanging of the officers.
i dont know about you guys...or maybe i just have had the bad luck yet...but I've traded in 2 rare FDOs and got purple explosive and purple sensor's doff..sold them both for a total of 4 million ec...having en excess of FDO doffs that are mostly blues and purples is good hehe
I find this line of replies sadly hilarious. We put a lot of work into the massive list of fixes/changes above, and ya'll are hung up on the ability to skip our content. =p
I play mostly KDF and mostly for Doffs I do not want I use Execute Changeling Spy, Execute mutineers or execute for incompetence. If the doff is a Civvie you can normally ship them to slave labour camps sometimes or if there prisoners give them to a security doff at Quonos or Ds9
