I finally decided to pony up and purchase a Temporal Destroyer. But I'm only going to get the one, and haven't uncrated it, yet.
My problem is I can't decide whether to give it to and Engineer toon, or a Tactical toon.
Suggestions?

Tac for sure, it's arguably one of the most powerful and definitely the most versatile escort in game, and really shines for a well set up tac. And since nobody yet mentioned it (surprisingly) if its at all possible, try to get the Wells class for the other console.
And if you've got time/money to spare, temporal warfare set on top of that, and you've got one of the rockinest PvE and PvP ships around.
If you are really really bored and again have some spare EC, grab the temporal shuttle of the exchange for 20mil to access the cool graphite black costume :-)
The PvP build in DDIS's thread is very very usable and very powerful with the temporal warfare ability and the tipler console, even with inaccurate (acc x1) fleet AP weapons. Personally I use the Aegis set now for defense and hull resist as well as having hyper impulse engines (yes, I know, Aegis is much maligned).
My guess is "hope" keeps people not playing but posting on the forums. For others, its a path of sad realization and closure. Grieving takes time. The worst "haters" here love the game, or did at some point.

Everything goes better with a Tac.
Any ship, no matter what, you put an Engineer behind is automatically coming in with a handicap. If you enjoy a challenge with the understanding that you're not going to effectively do damage or debuff then have at it.
If you insist on using your Engineer, I'd suggest a D'kora Marauder. Best battlecruiser there is imo.
----=====This is my opinion you don't have to listen and no one else has to read them these "OPINIONS" are based on my exploits and my learning other people will have their opinions and that's fine just don't knock my way of doing things thanks=====----

And yes, the OP has a sci captain, but he has never been effective in playing it. The voodoo is beyond his limited mental capacity.
Thanks again.
