Its something you do at the Starfleet Academy (Federation) or at Klingon Academy (KDF)
Not according to the game:
Captain, long-range sensors have detected a large multiphasic convergence that is affecting space and planetary regions in the Alpha and Beta quadrants. The effect is expected to last for approximately 60 minutes.
Search for anomalies during the Multiphasic Convergence and you will earn bonus Data Samples for use at Memory Alpha or Qo'noS!
I was finally able to enter a system and get a load of research stuffs. Are some systems just not enterable?
Basically, "Multiphasic Event" = "one hour during which you get extra stuff when scanning anomalies".
Best place to do it is in one of the exploration star clusters (Delta Volanis, Arucanis Arm, etc.) where you find free-floating anomalies in the cluster, and more of them lying around inside the "unknown systems" you explore.
Star systems in sector space can only be entered if they're social zones (like ESD, Risa or Andoria in Sirius sector block), or if there's some sort of mission in them - main storyline, or a Foundry mission you're on, or some of them have patrols (one-shot explores, sort of) associated with them.

Exactly. Though I would like to point out that both Delta Volanis and Arucanis Arm are not affected by the Multiphasic Event. You'll have to pick an exploration cluster in the two quadrants "north" of Sol.
And yes not every system can be entered. Also some system have static content (like Andoria). So for the event your (second-)best approach would be the patrol systems...
Great! Only three left. Now all I need is for one of them to leave the room and then there will be only one left...
Wait, where I come from three minus one still leaves two!
Where I come from is a far more interesting place.
Yes, they are. Anywhere you can get data samples is affected, be it a nebula, a planetary orbit map, or a ground map.
Really? I thought the event said only the alpha and beta quadrants are affected?

you are confusing quadrant with sector blocks.
I really wish they hadn't named the sector blocks after stars with Bayer designations, the Alpha/Beta/Gamma labels really confuse people. The "Alpha" in Alpha Centauri Sector Block has nothing to do with Alpha quadrant, in fact, that Sector Block is in the Beta Quadrant. The "Alpha" just means that the Sector Block is named for the brightest star in the Constellation Centaurus.
Everything to the right of sol system on the map is in the Beta quadrant. Everything else, to the left of Sirius Sector Block, is in the Alpha Quadrant and nothing (except that one 2800 mission where you go through the wormhole) takes place in either the Gamma or Delta Quadrants.
The in game map is based on a composite of two of the maps in the book Star Trek Star Charts, it comprises a narrow wedge down the dividing line between Alpha and Beta Quadrants, approximately 2/3rds of the way out from the Galactic core.

Wow. This clears up a lot thanks. I always thought there was an horizontal line though the sol system but it just looked that way because of the transition line and block borders. I already wondered why they screwed up the quadrants.
So when the event says it occurs in the alpha and beta quadrant it means: figgin' everywhere we just wanted to add some flavor text...
What about Borg space? That should technically be delta quadrant, right?

And that's really just flavor text trying to explain "why" the event is happening.
