Can't Get 3rd Anniversary Mission

I can't do the 3rd Anniversary mission as a Klingon. I speak to Q who hails the engineer, but she says I have nothing for you. Today is the last day to do this mission. What do I need to do so I can get this mission? I did a bunch of the tutorials, but every time I finish one, I am given another one. How many do I have to do before I can get the 3rd Anniversary Mission?

    You have to be Lever 22 Klingon-side to get the mission. Better hurry!

    I've got the exact same problem and I'm lvl 26. Are there any other prerequisites to getting this mission aside from needing to be lvl 2?

    Stuck as well. I'm level 47 and Tum'Era says "I have nothing for you right now"

    -In the Federation mission Journal, the episode falls between Preemptive Strike and Hunting the Hunters.
    -In the KDF mission Journal, the episode falls between Keep Your Enemies Closer and Skirmish.
