Didn't they aready have this? It used to be on the claendar where every week a different STF mission set would give double the ETC. Why don't they just put that back and give us double the marks. I'd be all for that.

Except this did work here in STO. Every Wednesday the STF currently under the event was constantly popping. To be honest, I am getting a bit sick of Infected Space Elite. It's the only STF I can reliably queue up and run. I long for the pre-season seven days of running cure ground elite with a pug team. Cure ground elite is the most enjoyable STF in the game, but it takes three times as long as infected space elite. As a result, only the longtime players are running it anymore. Since season seven, I have only been able to get into four cure ground elite missions. Either infected space elite needs to be made more difficult, or the rewards on ground missions need to be increased. The extra 10 Omega marks from completing the ground optional doesn't help. It's too insignificant of an incentive.
I like this idea, however I think it might be better if the devs actually just took a look at the average play-time and adjusted the rewards accordingly; for example, the rewards for Hive (Elite) just aren't worth the long play time and high level enemies.
The Cure (Elite) is currently a difficult one for people to queue up because it's too easy to fail if players don't take up position properly (so the spawned ships just ignore you and destroy the Kang). So in this case the rewards need to scale with the average success rate.
I dunno if an automated system like for Foundry missions would be a good idea, but at the very least stats from the different missions need to be reviewed periodically, and mission rewards adjusted accordingly. Currently there is zero incentive to play the missions for Romulan marks as the rewards are far too low when you compare to simply doing the Tau Dewa Patrol, and the huge reward you get for completing tier V Romulan reputation.
