Bio Neural Warhead after tricobalt changes

Ok this is counted as a tricobalt so I understand that this was changed/nerfed but why recharge time remained same (1min) while regular trico cd was reduced?
Is this working as intended or is this a feature (bug) like decloak?
BTW:
I wouldn't be so surprised if this is intentional, after all something in KDF being nerfed isn't rare in STO.

You can get them Fed side with cross-faction boxes from the current lock box. Have you tested it or noticed the damage being reduced by half?

    Space map, without tcd consoles.
    Before nerf:
    tooltip 13 767dmg, weapon tray 20 447 dmg
    After nerf: 6883.6 dmg, 10 223.6 dmg
So dmg is reduced but cd is same as before change.
Yes I know this is cross faction as of recent lockbox, havent' tested fedside after changes.

Both Fed and KDF sides are the same, Bio-Neural Warhead has its damage halved, but not its cooldown like most Tricobalt weapons. I am hoping this is just a mistake and that it will be fixed quickly, as it drastically reduces the value of this special item.

    Yeah lpease fix this.
E.g. myself does 13k per Minute with this device.
HargPeng does 5.2k and can be fired 4 times per Minute - thats about 20k + explosion damage if not cleared ... BioNeural seems a bad choise now - please fix damage or cooldown.

Now these weapon systems are useless they just TRIBBLE off the npc and dont do any damage. They dont have any shield penitration. The new reload times do not even help cause the max you can send out at a time is 1.i could do more damage with proton mines and torpedos now cause of the shield penetration stop reducing damage to weapons systems geeez

Given that they made it 50% worse, I expect to get 750 of my Zen back.

Not spending another penny until they do something to beef it up. 60 seconds for half dmge makes the weapon a waste of a weapon slot. Its barely useful in its old form.

Just like the temporal weapon, players paid for this. I'm already on the fence about putting in zen for anything other than a ship. Now that is doubtful. Knowing they "tinker" with stuff like this, hurts trust that its money well spent. Imagine the backlash if they cut Jemmy bug hull and turn radius in half or took away fleet tac escort's 5th tac console slot . . . Doesn't matter if they can do it, its bad business. Definetly taking notes.

This. The BNW was the only reason I bought that ship. It has been useful on several of my builds, but is now completely pointless.

Seems they fixed it - although nothing in the patch notes.

Read again.. it was mentioned in the notes.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

What exactly is the bio neural and where do you get it not a box ship hopefully?

That's exactly where you get it. At least as a fed. Klingon side i got mine from buying a C-store ship.

They come equipped on the Qorgh Refit Raptor. Feds get them from the Dominion Lock Box.

Question: Does consoles that boost tricobalt weapons also boost the Bio-Neural?

It's in a lock box, but you can pick one up at decent price at the exchange.

Edit: Just noticed this is the Klingon section. Feds can get it from exchange, but Klingons need to purchase a ship in order to get it.

Tricobalt consoles also boost the BNW
