I would say a Sci holder/disabler for the most part, although plasma isn't that great for PvP from what I hear so that could hurt the bonus from the 2 piece bonus. Depends too if the 5% capacity bonus is to the base amount or your modified amount which could lead to a stupid high shield amount.
I'd say a sci inside a sci oddy or a sci ship. I wonder if the HY torp flies faster than an evasive maneuver powered TBR.
But really, the set is pretty underwhelming for the amount of work it would take to get IMHO.

so i got it to the" tac klink in a BOP" of mine..
i reskilled him to do gravitons, and got him a BOFF with gravity well II and TB repulsors, hazard emitters and polarize hull.. to be the the 4 skill officer.
then i bought one plasma torpedo with console, both MK XII green.
then i tried it in some STF's..
never going back, its tons of fun!
The special torpedo is awesome, shield stacking is not something you could observe in STF's
cause of the oneshotting invisible borg stuff, have to try this in some PVP.
Will surely be getting this set to my SCI fed in T'Kyr too.

I've used the MkXI in conjunction with Torpedo High Yield I & II: the flight speed of the high yield torpedoes is increased, yes, but they are always made of glass.
One pea is one less high yield torpedo.
The Covariant Capacitance Cell is basically worthless: it is effective when is active, but it is random, and thus you cannot activate it when you are in dire need.
The awful regeneration rate of the shield, per se, makes the shield something that when is down it stays down, no matter if you have the shieds at 125%
Shortly: maybe it is a useful set for a plasma sniper ship, but nothting more, i.m.h.o.
The reman set is basically worthless for two reasons:
1- No shield resists.
2- Set bonuses are extremely weak.
No shield resists...even with the 3 piece 'extra shield hp' bonus the fact remains you're getting hit for full damage and this negates the covariant shield's higher capacity even when full-proc boosted. So, it is WORTHLESS.
Set bonuses are weak. The high yield plasma torpedo bonus barely speeds up the plasma heavy torpedoes and it does not give them any increased defense at all. A player or NPC with fire at will is guaranteed to shoot down the torpedo in the first shot/hit.
Three piece bonus as stated above is laughable. Whoever came up with the math for the proc and the effect should not be allowed to design anything for this game.
Only good thing of this set is the engine bonuses and the shield's look (which is awesome).
Personally I think the Reman set would make a lot more sense IF:
The shield was Resilient Paratrinic (high cap, low regen, 5% bleedthrough) with 10% resists to all energy damage types.
The engine remains as is.
The deflector gives high bonus to subspace decompiler (+60) since its the only stat in the game with no console to boost it; instead of idiotic stealth detection (a broken mechanic since F2P) it should give +targeting like the Omega deflector and finally +30 shield system (to increase max shield hp).
Bonuses: (all passive)
2-piece: +40% turn rate, +X% heavy torpedo (not just plasma) speed so it matches the speed of a photon torpedo), + 400% heavy torpedo defense
3-piece: +10% additional damage to ambush (decloak damage bonus), 10% chance to proc +5% shield resist to all damage types per hit. Lasts 10 seconds.
wow.. umm 1st off there are bonsuses to subspace decompiler in the game, but it is seriously lacking for them compared to nearly everything else (starship targeting doesn't have a lot either for example)
as far as your suggestions for the reman set... WOAH OP ... don't like challenges much eh?
I like that the set is plasma specific myself. I'm tired of the 'one size fits' all mentality anyways. I also hope we see more stuff like this that while can be used with anything it leans towards a specific. The game is gradually step by step tossing all 'faction specific or identification' out the window as it is. We are already nearly at the point of the only difference being how we look. It gets much more that way and I'll move on to another game.

Rom Plasma, with the plasma tac and sci consoles, is ridiculously OP for PVP, just saying....
The Reman set is basically for looks. As a previous poster stated the "extra shield cap" (3000-5500 more cap max) is negated with no resist as well as bleed-through (A single cannon/beam shot averages about 2200 dmg on good PvPers and around 3kish on Elite NPCs..theres goes the extra cap in 1 or 2 shots with no resists to save you). Best Shields in the game ATM are the Elite Fleet Adapted Resilient Space Shields. They are brutal when paired with the Borg Deflector+Engine.
Whoever stated that Plasma is useless in PvP is obviously another typical STO player with no game knowledge and/or PvP knowledge. Plasma is very good in PvP as well as PvE for many reasons:
Plasma pre-Season 7 was indeed a laugh and if only using the regular Cannons/Beams still are. The Romulan Hyper torps in all my tests are borderline OP with 3x Purple Projectile Doffs. Not only do they proc 100% of the time and like other Plasma procs ignore shields entirely. They are also the only torp in the game that seeks other targets if target is dead. They also add in a layer of protection, especially in Elite STFs when solo attacking a cube etc. The blast+DoT effectively negate and destroy the cubes heavy plasma and other target-able projectiles.
As far as the weapons are concerned always go with the Mk XII Romulan weapons and never look back. Plasma proc + Disruptor proc. Stack as many Plasma Infuser tac consoles (Which also boost plasma proc dmg)as you can, then get the hyper torp + zero point energy universal console for 2 set bonus that also boosts plasma dmg and then fill all Sci consoles or almost all with as many Embassy Plasma Infused consoles as you can (Emitter Array ones most recommended)
Also as far as the procs go, if setup like I posted you can effectively create 4 separate plasma procs going at simultaneously (must be using high yield torpedo) The hyper torp proc, the embassy consoles proc and your weapons proc. The game separates the heavy plasma torpedoes as its own separate proc, effectively giving you up to 4 procs ticking away at the same time. Un-critted (yes procs do crit) you looking at 700-1500 dmg per sec direct hull dmg, double that if any crit. I have seen with my own eyes as well as ACT reporting in parse up to almost 3k dmg per second plasma procs combined..3k dmg per sec for 15 secs direct hull..who can pass that up?
Even in my D'Kora I end up out DPS'ing some elite escorts. I'm even more deadly in my Mobius, MVAE, Kumari and Jem Attack Ships with a stacked Plasma build and coming from Accx3 Tetryon builds and Accx2 Phased Polaron for PvP, I can say stacked Plasma is spot on and definitely worth looking at. I've always put Plasma down and laughed at people that used it (Pre-Season 7) Now its a respectable and sometimes feared energy on the battlefield I can assure you. And when you get a 15 long string of Plasma Hyper torps bearing down on your target its fun to watch them panic and run like hell :P
but enough boasting, back to the Original topic. the Reman set looks nice, but thats all it is..Looks. You want real performance get the Elite Fleet Adapted Shields (Resilient) and 2pcs Borg, Aegis set or at the very low end MACO set...OR if you're one of the many STO players who obviously could give 2 ****s about their builds and just want to look cool then by all means go for the Reman Set

Yep, without resists and full-bleed through your going to get wasted every time. I purposely target those players that run such sets, just because they are easy fast kills.
Honestly, it dosent matter what you run in general PvE as this game is so far left field from anything remotely complex. Ive seen people run in the TOS Enterprise (Tier 1 ship) and still get things done...This is why you see so many running around in PvE with Reman/Romulan sets and why people have mediocre builds/setups. Cryptic dosent give them a need to have to better themselves to get objectives.
