Call me a traditionalist, but I think that crosses a line. Renaming? Cool. Respeccing? Sure. Anything after that and I feel you undermine the individuality of characters and whatever level of commitment to said characters (that is left) inherent to RPGs.

Actually, there are many StarTrek episodes in which, cosmetically at least, someone changes race.
To get the liberated borg look, only lifers should get it. So borg pieces should be unlocked for every race if you have a lifetime subscription. If you go alien, then you can change your character to almost anything you want. There is talk about a respecies token, but if they actually spans out is unknown. The only race that should have complete freedom is the alien race. You can easily make a shape changing alien with the tailor and multiple costume slots.
I think they're calling it a "Retrait Token", but essentially, yes, from what I've read, it will allow players to change race. Personally I'm looking forwards to it for my Fed - after I realized that 90% of male Human/Trill/Betazoid/Bajoran toons use the same haircut and same beard as my Trill, I decided to roll up a Klingon, and have been playing him ever since. Looking forwards to becoming an Andorian or something blueside so I can stop feeling like a carbon copy.
(Incidentally, devs, if you're reading this - we need more male hair options that don't make us look like dorks! I know the bowl cut is common in Trek, but really, none of us want to look like our captain's mother cuts his hair!)
As for rationalizing the change... I always figured I'd just imagine that my old captain got promoted off the ship, and a new guy took over. A quick name change in the "Edit Record" section would help complete the illusion (and a zen-based name change if you really care that much).
