A few months ago, I started to wonder why one specific weapon type is absent from STO.
Pretty much every game includes a rocket launcher of some kind.
Yet, STO has nothing in this area.
But they do exist in Trek Technology:
Isomagnetic Disintegrator
Worf used this weapon to shoot down a shuttle and stun an enemy attack group.
So, is there some reason why this weapon has not been researched as an addition to the Trek arsenal?
I'm assuming it's game mechanics more then anything, there is no current weapon along these lines.
Although, Champions Online has a rocket launcher skill with the requisite animations, so adapting that for STO can't be too hard.
And there is some crossover of the base code for animations between the two games.
An enterprising foundry author found a way to enable a couple of the CO animations by using a console, which would imply there is a "shared" animation base.

Lets see, does exactly what a Phaser can do yet is far more cumbersome and bulky... it's the epitome of Starfleet engineering.

For a shuttle it depends on if it is shielded or not. According to TNG Tech Manual; if it's not then Setting 10-12 would vaporize part or all of the hull. If it is shielded then Setting 16 would begin to fracture it. So to shoot down a shielded shuttle several hand Phasers or a single Phaser of slightly more power would be needed.
For stunning 5-8 soldiers, oh heck yea:

Claudius in Bread and Circuses implied that the crew of the Enterprise could defeat the combined armies of his planet in ground combat.
A Hand Phaser is actually one incredible weapon.
And you can make coffee with it!
Phaser beams when configured for wide beam would probably hit 2-3 targets at best.
They're designed to hit single targets, not deliver AOE shots.
Also, the high level of energy required to deliver a blast that powerful would now doubt require quite a large power cell and firing mechanism.
Hence why the weapon is larger then the standard phaser rifle.
I'm assuming there had to be a reason why this weapon was created, after all, the Starfleet Armory Research Division aren't idiots.
Oh wait, they're the ones who recommended we use better phasers against the Borg instead of the TR-116a rifle and it's associated weapon technology!

I bet the ISM bazooka is an example of that. But the missing 4th assault weapon is a shoulder-fired personal projectile launcher that comes in photon, quantum, chroniton etc flavors.
Because Borg can't adapt to photons.
