Plus, i believe people want the Romulan D'Derix (how ever you spell it) to be in the box, plus like Tholian lock box, there might be a lobi ship(possibly bird of prey).
Thats two popular Romi ships that COULD be not exclusive to the Romulans (thats if a playable Romi faction is on the planning sheet)
Some ways for it to make since:
1. The Romulans gave us schematics for their ships and the ship yards are building them.
2. we discovered schematics from a drifiting Romi ship.
BTW, im not saying,proposing, or confirming any of this will happen. Im just stating why a Romulan lock box may not be a good idea.
I agree it would be hard to justify, in the story line.
But as others have pointed out - it's already starting to feel ridiculous to have so many non-Federation (or KDF) ships flying around. I still think the best solution is additional factions - if you want to be a *Romulan* flying a Romulan warbird, that makes perfect sense. Or a (civilian) Ferengi flying a D'Kora. And so on.
I find it curious that people think a Romulan faction would still be added after Tau Dewa was done. To make a Romulan faction akin to either the Feds or KDF, would require kicking everybody out of Tau Dewa. Not going to happen. Have to agree with Romulan Lockbox means no Romulan Faction. Or at least if a Romulan ship becomes a lockbox ship, then its no longer available as a standard Romulan ship that can be purchased with dilithium or C-Store.
Tau Dewa is pretty much a disputed area with a certain faction of Romulans and Remans on New Romulus. There are other factions and areas where a Romulan faction can occur. All that is really known about the Romulan people is that some people left for New Romulus and the Romulan government is screwed up. So there is room for various Romulan factions where the Romulan faction could be a more military oriented faction with various espionage elements to it. I am pretty sure that lots of people wanting a Romulan faction don't want it to be based on New Romulus since New Romulus seems too much like the Federation.

This game struggles with two factions as it is and Cryptic already compromised what little integrity the factions had when the started selling non-faction ships.
Romulan Lockbox - It is coming, the only question is when is Cryptic going to offer it
As for the ships that will be in it:
Romulan Dreadnaught - We already have Jem Hadar Dreadnaughts and loads of people will happily sell their souls to get their hands on a Scimitar
Romulan Warbird - The only way I dont see this being sold is if CBS completely denied it because this ship effectively represents the Romulan Empire.
Romulan Mogai - More likely because it panders to the Escort market

Dan Stahl stated in a previous Ask Cryptic that his biggest regret about what had happened whilst he was gone was the release of a Cardassian ship in Lockboxes as it all but eliminated any chance of a Cardassian faction in the future.

Not really. Story wise the Romulans are splintered into several subfactions already fighting each other. Making the Romulan Senate faction into the playable one would still allow Romulan players to fight Sela's Romulans and the Tal Shiar Romulans and help out in Tau Dewa without changing much of anything.

there was a homepage with 3 factions (fed, kdf, rom) and their views of the another 2 factions
there was an initial map with 5 faction signs and 5 colors on it, and i still have it hanging on my wall (from the boxed version of the game)
this is enough for me to be at least assuming the Romulans were in planning at that time.
A Romulan lockbox is a big no-no. The RSE has been one of the pillars of Star Trek since forever and despite the current situation the Romulans are in, I don't think that would be a smart move for the game itself.
If Romulan ships would be availible to the players it would only serve satisfynig shor-term short-sighted desires of impatience by the price of never having even the hope of a proper Romulan faction. With only Federation and partialy finished struggling KDF the killing of the possibility to ever add RSE to the game will greatly decrease STO's longetivity, not to speak about breaking Star Trek or any sence of immersion left to the game, at least in my humble opinion.
As one member mentioned before the key word here is patience. While I do understand many players' disbelief that the RSE could ever be added as playable in STO, I think the devs are aware of the implications that releasing a Romulan themed lockbox would have to their game and therefore we haven't seen any such thing announced or even discussed so far. If they didn't consider this, I'd guess that the Romulan lockbox would be the first they'd release for sheer economical reasons, since it'd probably make more revenue for Cryptic than any other lockbox given a great number of STO players' desire to comandeer a D'Deridex, but not so much as a playable RSE has the potential to do.
Being able to fly a Mogai, D'Deridex or Scimitar would not itself bring the Romulan feel to the game without working for your own RSE faction. Believe me, as a KDF player that has experienced Fed. copy-paste Klingon content that has none Klingon feel to it whatsoever.
Through a lockbox you will only have a new ship. I sincerely hope that this is not all this amazing game has come to be. I might be KDF, but I have always hoped I will be able to PvP against RSE players in their Romulan Warbirds and am a big supporter of the playable RSE idea. We should not gamble the possibility of ever having this for a pair of ships.

you are misremembering the homepage. the homepage only had the 2 factions and their thoughts on the others. they listed the romulans, cardassian, undine etc as well and gave a brief overview of each of them but there was no indication they had the romulans or any of the others planed at that stage beyond a general desire to one day see them.
the map had the factions signs because those factions still are important parts of the game, and at the time they existed as important enemy factions.
it cannot be assumed that they had them planned at that stage from any of that, certainly not a promise.

the whole Tau Dewa sector which was planned to be KDF content based on Gorn uprising was changed to be dedicated to Romulans. (according to DStahl) Why?
- because the cries after Romulans are so loud now.
IMHO what we are going to see in 2013 will be -
S8:
- adventure zone dedicated to Gorn/Nausicaans
- new PVP maps perhaps with a ladder and tournaments
- KDF 1-50
- 1 to 2 new reputations (so get the MK XI jem'hadar and breen sets now while they are still free)
- 1 new fleet grind sink (perhaps a colony)
- summer event
S9 - finally a Romulan Faction
they say S9 will come in autumn/winter 2013, so that is enough time to build the 1-50 content (the whole game has been programmed in a year and they do have enough personal now)
these are only my hopes and expectations, but this is why i am still willing to pay for the character only unlocks, open lockboxes for 4 lobis to get a 200 lobi console etc...
if you take a look how overwhelmingly many people are running all romulan style (the best they can do now), how many people are chatting about a Romulan faction in almost every Zone channel..
if you count what would a new faction mean - not only toon slots, but also all the bank slots, ships slots, DOFF slots, DOFF packs, ships from the Zen Store, Fleet ships, whole new Fleets building the SB, embassy and all other future fleet establishments from scratch..., costumes.. the possibilities are endless and it would be VERY unwise to get around this by releasing a Romulan Lockbox or a lvl 1-5 playable Romulans..
I for myself would love to add - that i am NEVER EVER paying a dime to this game after they announce a Romulan lockbox. In the meantime i can live with having fun in the occasional PVP match with my B'Rel, and some PVE action, teaching noobs how to get the optionals in ground STF's.
