Dual Cannons fire more frequently, but each shot does less damage. Dual Heavy Cannons have a longer time gap between shots, but each individual shot does more damage.
The base DPS and firing arc is the same, but the characteristics are different.
Dual Cannons are better at getting procs, generally for your weapon type - e.g. the phaser chance to disable subsystems, or the disruptor damage resistance chance.
Dual Heavy Cannons are better if you're trying to get crit hits, because each individual DHC shot does more damage.
Depending on how good you are at keeping your ship's nose pointed towards your target, you may prefer a distinct gap between your shots, or you may prefer a constant stream.
Yeah the one setup i use DC's with is I have a sci hoh'sus setup where I use 30% accuracy ones where you get more shots off coming out of battle cloak.
As strange as it is, I actually find myself liking regular DCs over DHCs in actual play after trying the two setups on an DHC Advanced Escort and a DC Mirror Qin.
With the DHCs.. the initial punch is impressive to see, but I often find myself.. waiting.. for the last volley to finish a ship off. Meanwhile, the health of enemy ships just constantly drains, from start to finish, while using alternating CRFs. There's very little 'wasted' damage, you just target the ship and watch it melt from a continuous stream of pew pew.
That said, the DHCs are useful if you want to multitask. The brief break between volleys means you're free to quickly toss a heal or debuff/control another ship without majorly disrupting your damage flow.
