I've only been playing STO for about 4-5 weeks, so if there's some other recent thread about this, sorry, but it's really been bugging me lately with my ship fitting setup. I'm using a Mirror Qin Heavy Raptor with the following setup:
Fore:
Disruptor Dual Heavy Cannons Mk XI
Disruptor Dual Heavy Cannons Mk XI
Disruptor Dual Heavy Cannons Mk XI
Rapid Reload Transphasic Torpedo Launcher Mk XI
Aft:
Disruptor Turret Mk X
Disruptor Turret Mk X
Disruptor Turret Mk X
My tactical consoles consist of 4 "Disruptor Induction Coil Mk XI" which give a 24.4% bonus to disruptor damage.
TO THE PROBLEM... There is a console called "Prefire Chamber" which gives a bonus to cannon damage, but the % is lower than an induction coil.
Out in space where I can see my DPS on individual weapons, throwing in the induction coil affects my cannons' DPS, as does a prefire chamber, but obviously the induction coil gives a much bigger bonus.
As long as my/someone's cannon/turret/beam weaponry is all the same damage type, is there any possible reason a person would ever use an induction coil at all? Basically I'm confused why it exists/has such a low damage bonus in comparison to an induction coil or similar tactical consoles for the other damage types. It seems completely useless if you're using the same damage type, because there's no point deliberately gimping your DPS with a prefire chamber that gives a terribly low damage bonus.

Theory 1: because rainbow boats ascetically look ridiculous
Theory 2: Something about the balance of it, e.g benefiting from varied procs in terms of balance demands lower overall dps..
e.g. with your diruptor only build, you only benefit the damage debuff, and seeing as it stacks 1 at a time (per ship) this means that while you have 1proc up, the rest of your potential procs are not useful (execpt for extending that -10to damage)
Whereas if you had half polaron/half diruptor, you would benefit from the damage debuff and power drain, yes not as often, but if you have both at the same time, then you are in a better position vs your enemy (you do more damage, they have less power)
The price of this advantage, you do less overall Dps

I'm not entirely sure of the history of this console since launch. But here's what my foggy brain THINKS it knows.
I believe there was a time when generic consoles were all you could get. Possibly you needed to do some sort of PVE or PVP to get better energy specific consoles. And to be straight up with you, I'm not even sure that the energy specific consoles worked on both beam and cannons at first, or if there was an intermediate phase of specific prefire chambers etc. There was a huge change in consoles and at the time they swept many of the old style consoles out of the game, so even if they existed they are now gone. Certain latinum vendors were set up to encourage players to turn in legacy consoles that had been missed by the server sweep.
Long story short, they are a leftover. You can still see both prefires and the beam weapon consoles on the vendors if u wish.
It's nice to use them still if u wish to test a variety of weapns types cheaply. You KNOW that your final build would include energy specific, but in the meantime you play around a bit and check out things like procs, coolness factor, etc, and not entirely gimp your ship or team. By test I don't mean run a rainbow boat, I mean swapping out complete sets of same energy types, but using prefires. Just saying is all.
They are essentially leftovers that still exist in-game from a bygone era.

The Prefire Chamber is a Tactical Console that adds a bonus to your starship cannon and turret energy damage. It affects all cannons and turrets regardless of damage type.
Just like it says- 'regardless of damage type', it's a generic console meant for rainbow boats, if you have all the same type of energy weapons you'll get higher damage by using an energy specific console like induction coils with disruptors.

With the number of things like this, obsolete set bonuses and generally bizzare items its clear to see the game shifts "era" once every 6 months .
As I recall isn't there a diminishing returns feature that kicks in at three or more consoles of the same type? I'd wonder if you swapped out that fourth Disruptor coil for a Pre-fire Chamber if your DPS would actually be a tiny bit higher? I'll have to experiment.

No diminishing returns on Tactical and most Science consoles.
A form of diminishing returns on engi consoles ONLY.
If you use a prefire chamber you are being inefficient.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.

"Rainbow boats"? Why on earth would anyone attempt to run that on their ship?
