Hangar-Advanced Scorpion Fighter Requirement Issues?

Hi folks!

First post on the forum, but I was wondering if I could get some feedback on an issue that I am getting in the reputation system.

I recently hit Tier V for the Romulan Star Empire Reputation System, and I added the Hangar Advanced Scorpion Fighters and I am able to add all the necessary items EXCEPT for the Rare Engineering or Operations duty officers necessary to complete the task.

Now I have checked to ensure that my duty officers for both departments are not all BOUND and have a considerable amount that are able to be traded and given to assignments where I would lose them. I do not understand what I am doing incorrectly. Am I missing something? Are there only specific Rare Engineering or Operations Duty Officers i can use?

Any thoughts, suggestion or ideas would be helpful.

    I think the project needs common duty officers. At least that's what I spent on it.
    FKA K-Tar, grumpy Klingon/El-Aurian hybrid. Now assimilated by PWE.

    Yeah, it says it wants green but it actually wants commons. I fell into the same situation.

    I have the same issue, also bought a few Operation Doffs from the Exchange and tried but the button to Contribute remains faded.

    Made a ticket to GMs about it last year. :P

    I hope they won't make it true rapidly, IE needing rare DOFF, because I'm tier 5 in less than 2 days, and have my common DOFFs ready for the grinder.
