Does level restriction affect officer report eligibility?

I'm wondering if anyone knows if having a level cap on a mission (like level 41+ only because it's a Borg mission) will keep a foundry mission from being eligible for officer reports.

This does not affect eligibility. There's missions that have no cap and missions that are max capped that are eligible

Ah ok I thought I recognized your name. In any case there seems to be some issues with some missions and if they qualify for Investigate Officer Reports. Hopefully they will be resolved soon, nothing to do but wait.
