So I had a bunch of lobi from trying to get the Mobius and Wells so I bought the stuff for the Breen cruiser as I knew I would not be online enough to get it for free.
I'm glad I did its a really nice ship. My only question is:
Will the Absolute Zero set be retrofitted to include a stats change that only works on the Breen ship, similar to the Jem'Hadar set on the bug ship?
In some testing, the full Breen set vs the full Maco set vs the Borg set the Borg set for me came out best against a highly skilled BOP pilot in my fleet. Its just sad not to be able to use the technology designed for the ship and still be able to hold up.
Now to be honest I only did about two hours testing and my BOFF layout might be wrong for the Breen Set, but I'd expect running a Breen set on a Breen ship should give you a boost to make up for the set's otherwise sub-par stats.
I don't imagine it's likely... until they release the Breen Lockbox. At that point, they may well update it because there'll be a couple of ships (probably at least a shuttle and another capital ship) on which it could effectively be mounted.
The only problem that I see is that the Chel Grett's energy dissipator console serves the same purpose as the Set 3 bonus. They'd basically have to scrap the Set 3 bonus and add something else; and at least the shield would probably need some improvement (much like the shield of the Jem'Hadar set).
Given that the other major Breen feature demonstrated in the series was that they were semi-stealthy (see the raid on San Francisco, for example), I could see the ship/set bonus as being something that increased starship stealth on a permanent basis, like a weaker version of Mask Energy Signature.

That leaves the Set 3 bonus; I'd probably turn it around and make it an activatable dissipator skill something like Rotate Shield Polarity. Say..

On all energy damage, 50% chance to trigger "Dispersion Channels", add +3 power bonus to all power levels (stacks to maximum of +10), each buff duration 20 seconds.
On all energy damage, 50% chance to trigger shield heal equal to 5% total shield capacity spread across all facings.
To be fair, the 3-piece bonus is basically a weaker version of a combination of the Omega Shield and RSP, so it may not work well at all.
