    For Federation side it's at Starfleet academy, talk to the Duty Officer NPC (the one who gives you your first set of DOffs) to find it.

    Klingon side, I have no idea.

    It's not a store, it's a chart of the rewards you get for doing a lot of Duty Officer missions of each category.

    I'm not quite sure what it means by the next duty officer "tier" does it mean the color of the duty officer? I can purchase green ones now for say level 2 in a commendation?
