The other day, someone was telling me that in one day, he was able to advance in the fleet rank enough so that he could get a fleet ship.
I've been a few days and I got junior officer and I've been contributing all of what I can to the fleet; fleet marks, embassy provisions, dilithium, officers, everything it needs and some recruiting which I don't like because I feel like I'm bothering people.
The leader says that everything is explained on the fleet screen but I'm not finding anything. He also says that promotions were discussed at an event that I didn't attend because I just joined a few days ago.
I can't donate anything to their fleet account without having something else pop up in my inventory which I don't want or need. I put that back and something else pops in and I'm done. I guess I can only do it twice.
What do I have to do to get promoted and get that tier 2?

I sure wish I could get the ship without being in a fleet and being bothered by that.

Also, why wouldn't a fleet advance you quickly? The better a ship is, the better I'll be in fleet actions. More destruction, more loot and fleet marks...
1. The activity blotter is about bridge officers. Commission and promote a bridge officer, and you'll be on the blotter as well.
2. When you say "Fleet account" you appear to be referring to the Fleet bank. The Fleet bank is innately irrelevant to the Fleet Starbase game mechanics.
3. Assuming that you do know what you're doing, and the only reason you can't buy a Fleet ship is because they put restrictions on it, note that if you change Fleets you'll keep your Fleet Credits.
That would be a mistake. :P
To get a ship, the starbase needs to reach the required tier on the Military track and complete the associated shipyard upgrade project. This isn't about your rank in the fleet, but the fleet's position in the advancement system, which is time gated and gets expensive at higher tiers - no fleet has access to the highest level ships yet, and even the closest are probably looking at February to May range last I estimated.
Then, there's two things you can do:
There are standard 9 console tier 5 ships. These cost 200,000 fleet credits and one ship provision. They're equal to standard tier 5 ships you already have, but are balanced differently.
There are also 10 console tier 5 ships with improved hull and shields. These only cost 20,000 fleet credits, 1 provision, but also cost fleet modules (price varying on whether you've purchased the tier 5 C-store equivalent or not), which you buy with Zen or on the exchange for large amounts of energy credits.
Because provisions are held by the fleet in a single pool all members draw from, many fleets restrict provisions and require you to go through some process (usually speaking with a command officer) to get temporary permission so you can buy your ship, but a few simply let you claim provisions any time you want first come first serve.
Fine, I'll play their game if it'll get me a respectable ship.
The Military and other bars don't seem to be getting any bigger on my fleet's window.

Oh, any why doesn't it have a starbase to visit? Are we building it using the provisions and whatnot that we provide the fleet?
Essentially, I just need to keep contributing the fleet marks and whatever else I can and someday (200,000 will take me roughly a year) I'll get a good ship?
200,000 really shouldn't take a year unless you're only doing the low payout inputs like shield generators or energy cells. I'm not even top 30 in my fleet's leaderboard, but have burned a couple times that just getting tons of fleet doffs which I then pumped right back into starbase projects.
Also, since you mention a different fleet, there are a number of tier 3-4 fleets doing active recruiting, including the one I'm in, you can peruse them in the fleet forum and check out their websites and ask how they handle provisions. Some fleets are very unfair, some take the fairness possibly a bit too far. First, of course, it might be worth asking your fleet how to go about getting provisions, it's possible that in misunderstanding how the system works you just haven't taken advantage of opportunities you have.
I'd remain loyal to a fleet if I had a good one.
