As the title says;
1) Does the quality of the DOFF increase the likelihood of the effect happening and/or its power? IE if I have two Conn officers with Chance to reduce the time to recharge evasive maneuvers, one white and one blue, will putting the blue on active give a greater chance, or greater reduction, or both?
2) What is the exact countdown on the Vulcan/Tellarite/Andorian exchange missions before it becomes available again? (And if anyone knows the Betazed, Kitty Flight Deck trainers etc etc as well??!!)
