I'm stuck in a dilemma as it is. Still haven't chosen what I would want for T4, but I feel that having more shield healing at T2 combined with the T4 shield healing and the Borg shield mkXII (if it ever comes) would mean a large passive shield tank, which will only get more tanky as more shield healing passives are released with future reps.
On the other hand, the Borg proc gives me a means to bypass shields, which while resilient are getting thinner as the devs nerf them down.
What do you think? Which is the better choice for pve and pvp?

Tier 4 is tough, because that's one hell of a shield regen buff. I normally like to squeeze every ounce of DPS out of a build, but I just don't know on that one. I'm thinking I probably won't choose until I see some in depth data from other players experiences on it.
Tier 2:
The shield heal proc when you get criticalled is much better than the 2 second placate proc that only works for 1 out of every 5 crits. I have the assimilated module, the zero point module, the 3% crit reputation boost and maxed out skills in criticals and my base crit rate is 8.9%. That means my chance of placating a target for 2 seconds is 1.78%. This is lame.
That is not taking into account any accuracy overflow you may have, nor the fact that you are firing six to eight weapons each with a chance to crit.
Not saying which is better as I'm up in the air myself just adding details.

The flat 1k shield heal every 6 seconds is better than the kinetic damage proc which is chance based, although many might disagree. .
I'm pretty sure this is just a typo in the skill description. I believe it was previously listed around 100 (probably 105) per 6, which is still significant when most shields are between 200 and 300.
Also remember that you can copy your toon to tribble and test these skills as well as respecs. I copied mine and selected the +30 weapon training... The DPS listed for each of my DHC's went up by 100DPS. I then went to the center of ESD and respec'ed followed by a ride out to a dilithium daily or a patrol and test out the new change.
I am watching this thread closely to see more of your opinions... I have been thinking of picking the +3% crit as I have all 3 crit consoles as well as being skilled up in accuracy and weapon specialization.

Can someone in the know at Cryptic clarify this please before people find out the hard way if this is an typo?
Anyone figure out wich of the two tier 2 skills is better... I'm leaning toward the hull heal, but want to know if the weapons skill is the better choice... Im patching Tribble now... so Im going to see, but just looking for other thoughts.

It's not a typo. If you are on a space station and looking at your reputation skills, then the bonus seems trivial (like around 50 to 100). Go out to your ship and recheck the proposed bonus and it goes up significantly. For me, looking at the bonus while in space, shows the shield regen as 945 every 6 seconds. And while on space station it reported that it would only bump me by 50 every 6 seconds.
