"Critics who say that the optimistic utopia Star Trek depicted is now outmoded forget the cultural context that gave birth to it: Star Trek was not a manifestation of optimism when optimism was easy. Star Trek declared a hope for a future that nobody stuck in the present could believe in. For all our struggles today, we haven’t outgrown the need for stories like Star Trek. We need tales of optimism, of heroes, of courage and goodness now as much as we’ve ever needed them." -Thomas Marrone
First up, we expect to turn Foundry play back on with tomorrow's update. This is great news for Foundry fans and anyone looking to run the Foundry Dilithium Daily mission. We expect to have Foundry editing online in the following week after we've finalized all of our mission regression testing. So far everything looks good and we are in much better shape than we were after Season 6.

Obviously there's some bigger issues going on, so we should be patient. Remember that Foundry can be turned on and off independent of patching. So they can do it whenever they decide they're ready.
It's back. And I've just noticed that no new mission was eligible for the rewards. Good job crypric, and farewell foundry! I stop making new missions till they address this, i'm not waisting time on stuff no one will ever play.
The missions who weren't played at least 5 times don't give any credit for playing them. Check "review content", you'll see no mission is eligible there.
To my knowledge, Cryptic has specifically said that missions that qualify need to have at least 5 reviews and have an average playtime of 20 minutes or more.
If missions that meet those qualifications aren't showing up as qualifying, it can mean one of two things. Either there are more qualifications that they haven't mentioned, or there is a bug.
Creation should be back next week baring any unforeseen problems. In the mean time, it might be worth checking your missions to make sure they made the transition bug free.

I had a couple in the works but none published, now I can't even get access to them- the 'create content' button is blacked out.

Hmm I can see it from both points of view.
On Cryptic's side:
Before people play it the game has no idea how long it takes and whether it would count. At the same time if it lets it through everything before the 5 reviews then it could easily be exploited. People can play it over and over without reviewing so it never leaves the review period.
For the Author's side:
Pretty simple, like you said how do we get the first 5 reviews?
Is there a safe middle ground? Or will we have to reply on people who go out of their way to play missions that do not reward them.

Of mine, i have noticed that four are marked as not qualifying even though 1 of them should take at least 40 minutes. The other three are certainly longer than 1 that does qualify.
I'm thinking that "drops" may count against you time-wise. If that is the case Cryptic should really look into revising it based upon full play-throughs.

They said it wouldn't be down for as long as it was after S6 launched, but you never know.

On one end, the user abuses it to cheat.
On the other end, Cryptic abuses it by making it impossible to use.
