Why does the Chef come under Available Missions?

I was just looking through the list of missions and there he is, twice.
I mean, once is confusing enough considering its not a mission, its another vendor, but why is he there and why is he there twice?

    This has been reported on some other posts as well.

    I wonder if there is a known issue list somewhere so we are not always reporting stuff already known to the devs?
