So... you're an admiral now. You've been one for a long time. Starfleet's been throwing their best and brightest at you, to draw fire away from you on away teams. But there's a problem. Your friends, your most trusted officers, some of whom have been with you since the P'Jem incident, the Azura, maybe even the Khitomer, they're not very good at their jobs. The pressure from Starfleet to replace them with a bunch of purple Saurians is increasing as the fighting intensifies around you. Or worse. But you don't want to send them away to make room for some Breen, Reman or Borg drone, no matter how much better those might be.
Look, I've posted
this before, two years ago. A game that allows you to maintain captains logs should be expected to understand that you might get a tad attached to your bridge officers. They're part of your story. And we do have all these bridge officer skillpoints (expertise it's called now, right?) that you really can't use for that many things. I'm up to 16 million on my main, at this point. Most starbase assignments at present, getting to T3, require no more than 40,000. Most fleets have more than one person paying into that, but even when they don't, I think we can safely say the excess of expertise we earn during missions in lieu of experience points at VA, still has little very use.
So what I'd (still) like is for the bridge officer trainers on ESD and Qo'noS to allow you to train common and uncommon and rare doffs up (through all intermediate phases) to very rare quality, by improving or completely replacing their traits at a high expertise cost.
Alternatively, this'd be a great thing to put in the holodecks on fleet starbases. Under the guise of being training simulations you're putting your Boffs through.

I still have my first Vulcan Tac BOFF from Stranded in Space on my main.
And even after retraining to 100s of builds and contributing to Starbase projects, I have over 2.5mil excess Expertise on my main.

It is far cheaper and less hassle to just browse the Exchange for a higher quality candidate of the same race, gender & class and just replace your old officer with the new. Just write down the name and "save" the look in the tailor, and you can load it up again when commissioning the upgraded officer.
However, being able to train Efficient on my sexytim-- I mean First Officer? I'd pay ANY amount of expertise for that!!
