romulan tier 1 no work

romulan reputation tier 1, completed this a few hours ago, but its not let me accept any of the 1st passive skill, pop ups saying, "are you sure you want to do this? Cannot not be undone." click "yes" but the skill is not browning out and no passive skill assigned to me. AM I MISSING SOMETHING? or is it just because its tribble lol:(

    I also have the same problem, I have reached tier 1 and completed the upgrade but cannot select the Captain Skill.
