We queued up the Starbase Science Officer upgrade project which requires three very rare duty officers: a Doctor, a Development Lab Scientist, and a Research Lab Scientist.
I was able to contribute a very rare doctor that I had just received from a critical success on a "Support Delta Volanis Colonization Efforts" (or whatever) mission. Note, this officer was bound to me as soon as I got it, but I was still able to contribute it.
I then went to Lieutenant Ferra at Starfleet Academy and proceeded to buy a Development Lab Scientist and a Research Lab Scientist at 12,000 Refined Dilithium each. Both of these duty officers bound to me immediately, but I was unable to contribute either of them.
I changed zones, I logged out and back in, but no, this was a thing.
Look, if this is working as intended, fine, but give me a warning before I blow THREE DAYS worth of refined ore. There should be some place IN GAME that tells you which duty officers you can and cannot use for contributions if there's going to be some sort of pointless dichotomy.

It's not a bug or omission.
You can get the same doctor purple doff in Delta Volanis 23784234523 times and have all of them in your roster if you want to. Well.. Not exactly that number, but 400 of them to be precise...
Unlike colonization DoFFs, you can't have more than one DoFF sold by Ferra in your roster. You may check that by trying to buy any of them twice.
And you didn't blow anything. Those purples Ferra sells are a nice addition to your roster assuming you're not using doffs just for fleet base projects but for assignments too.

Don't feel bad, I too was burned in the same way. Ferra's doffs are not contributable to Starbase projects. They are great at helping getting criticals in Doff missions though, which will help you recoup your losses sooner.
I actually do have TWO PURCHASED of each the Research Lab and Development Lab Scientists from Lieutenant Ferra. I'm not kidding here. They're exactly the same. I mean, silver lining, having two Research Lab Scientists that are very rare is kind of nice and I sent both of them on the same assignment last night.

you can send Ferra Doffs to Bajor, Cardassia, etc.... then if you get what you wanted send that doff to the SB. But yeah.... not a great doff source. Ferra's store is soemthing I use if I need soemthing I don't have for missions and only then. I LOVE the purple Deltan security dude, he's very useful for finding contraband.
There is a bug that used to let you get multiple of Ferra doffs, but I'm not sure of the specifics. It might have been triggered by opening the store while the doff was on a mission. Not completely sure.
Nope, both of my DOFFs were back from a mission. I've never tried to purchase multiples before this and I'd actually forgotten that I'd already purchased these particular DOFFs. That said, now that I have two of each, *shrugs* meh?

I understand, I did the same thing on the same mission. The general rule is not about being bound, it's about how you got them. "Purchased" w/dilithium from Lt. Ferra's shop = can't donate to starbase projects. (Of course, 'purchased' w/zen via doff packs CAN be donated :rolleyes: ) I believe this also applies to the turn-5-in-for-1-higher quality or break-1-into-3-lower-quality missions as well.
The reason is supposedly to prevent people from doing what you and I wanted to do - "just" purchase from Lt. Ferra's shop. They view it as an exploit.
As others have stated, you can use them in officer exchanges, unless they're civilians like traders and advisors. Then you're just stuck with them, which isn't bad if you use them for missions, but stinks if you don't need them for anything else.

Kind of wish they'd put a flag in the game somewhere... like instead of having varying levels of "bound" (like they appear to have now), they could have the padlock binding marker AND a no-contribution marker. Otherwise, no one's going to know unless they make a fairly costly mistake. This does not make for a fun game and it discourages people from participating.
