just a flight of fantasy here but what if you could play as part of the collective? think about it. you dont play as an individual character other than perhaps a single drone somewhere far away in the delta quadrant hat only gets to walk around in the borg capital hive in the hive city you can find missions simply by going to alcoves to remotely take control of drones and vessels active inside PvE/PvP/OPvE/WPvP events.
now consider this as your drone levels up so does the type of drone/vessel you can control leveling up your skills just the same as normal but in gam,eplay it woks more like games such as left for dead or dead space where your controlling one of the many NPC zerks and when destroyed your re-alocated to the next available level matching vessel when there is none youl either have to wait or be exit the instance.
now imagine you can assimilate (allow an allie to take controll) of player ships/characters that you defeat in certain ways forcing them to watch in horror as your turn them against their allies.
Bonus: imagine if you could cue up for a siege of DS9 or starfleet command or even quonos all those AFKing ships just suddenely getting attacked by a hoard of NPC and player controlled borg and if you can manage to defend the tactical cube long enough you can beam into Station and start assimilating players.
but ofcourse if your too scared of this the swich instance option IS there and a red alert warning lets say 5 minutes before the attacks that also gives players in another insance the option to go and defend the attacked one

This leads directly into the next episode, you're an "Elite ***** Drone" (***** is substituted for Tactical/Scientific/Engineering) you proceed to do what a drone does. Kill and assimilate, encountering your former crew occasionally as they attempt to save you.
This continues through a few episodes where your cube/sphere/tactical cube continues to progress the borg front.
Ultimately leading to the final episode, you play as your first officer and mount a final rescue mission.
Oh course it would be pandemonium to say the least but the right kind. the borg have been a common NPC zerk stomping fodder sice day one (i would presume) and it gets old quick. the idea is to turn that around durin events but so few people participate in the PvP side of this game and frankly STFs are where it should be at but STO just needs to make sure that borg players aren't getting anything too OP like you get in actual PvP matches some of weapons i come across in qued arenas are just ridiculousness so the borg player needs to only be able to use vessels and drones and obviously gear thats available to the NPCs IE same weapons and Armour so no customization par se but instead a level up-per match system were so many points with the first low level(rank) drone will cause the player to respawn with the next one up and so on. imagine controlling a cube, now THAT my good sirs is what i would call ELITE
However leveling up your character and customization is crucial to an MMO so that could be easily applied to a skill tree. for ground You choose your class of drone and what type of weapon and kit etc to use unlocking different choices as you progress your character while your skill tree makes additional abilities and perks available to your quickbar. but in matches you start off only with rank one(out of 5) skill tree attributes and level weapons and so many points from circumvention will allow the player to re-spawn with the next tier of skills tree atributs and higher level version of thier respective weapons and kits but also per-round-level you up on the fly. same in space but restricted to buffs etc that borg vessels use. when new tech is available you musty go and hehe,,"install the software" to your drone in specific alcoves in the hive (which is the borg's equivalent to starfleet command) currency can be in nanites and stat resets should be available at a nanoprobes cost so players have a little more to play with given their limitations in terms of customizing their character
As for balance remember, the highest level borg is still no match for a skilled level 50 player but you ARE among hoards of friendly NPCs (again, think left for dead and dead space 2) and ofcourse your supposed to loose lol. and lets say 1 borg player allowed per 2 fed/klinks.
for boss fights i would allow borg side players the choice (via roll) to take turns controlling the boss afcourse some adjustment may be needed given its a player controlled boss, everytime the boss wipes the apposing team (if that happens) borg players can roll again if no one greeds the opportunity then its NPC and the IE should also get a roll to.
Finally to make it all worth while and fun given that borg are still sort of supposed to loose but players fail enough STFS's to justify a few borg wins on a good day) borg faction should have player ratings, end of match scoreboards and overall leader boards including an SPM board (requires 24 hours borg match play to be listed)
match making should be a simple quick match option no instance browsing and fleets/premades can only get games against other fleets/premades.

I'd say this idea is a much much more realistic than actually playing as a Borg faction.
