I'm putting together a fleet star cruiser as a dedicated pvp tanker/healer. I've already discovered the advantage of 2x tactical team for shield tanking. I've got a leutenant science and ensign science slots. What do you guys think of lt: HE 1 and 2, ens: transfer shield strength? Any other suggestions?

I would not recommend doubling up on HE. Double TSS is fine, but if you want good healing, HE just has too long of a CD to make it really useful. I would recommend Aus2SIF3, and ET3. Both have short cds (and you can get the ET cd DOffs pretty cheap on the exhange), and both are burst heals, which is a tad more useful in PvP imo. Cuz HoT is no good if you get killed in that time. Burst heals seem to be more where it's at in PvP (I could be wrong). Another thing is HE require a lot of Aux power to be strong, and you're probably going to want that power put into shields so you don't get run over. Which means at most your aux will be maybe 70 or 75 tops (depending on equipment and skills). That isn't as important for Aux2SIF since it has a really short CD, but that affects HE greatly.

I run 2x hazards on a carrier due to its limited engineering slots. As the previos poster just mentioned it does have a long CD, and that is exactly the reason to run 2 of them, you shorten the CD time by half. It is a ok choice for a star cruiser seeing as the only other skill you might want instead of a second hazards is maybe a tractor beam. So it really depends if you want a tractor beam or being able to give out hazards to yourself and team more often.
Yes it is a heal over time and not a burst heal like eng team or aux 2 structural, but there aren't any other bridge officer hull heals besides those so there are times when the heal over time is all thats necessary allowing you to save the burst heals for when they are needed most.
2xHE is fine, besides the heal it clears many debuffs/conditions and provides a small resistance buff.

In fact I use this version on ships with only two sci slots (Assault Cruiser, Vor'cha).
Though ... on any ship that has three or more sci slots, I'd rather go for 2xTSS + 1xHE, for the simple reason that TSS cycling aids with all shield tanking, which you'll be using far more, and with EPtS+TSS and 6+ ranks in Power Insulators you can pretty much ignore the shield neutralizers, taking away one of the reason to actually take HE.
2xTSS+HE is more reliable than 1xTSS+2xHE.
2xHE is more reliable than 1xTSS+1xHE though.
Running totally without HE is nothing I'd recommend.
Assuming of course you're permenantly cycling Aux2SIF for actual healing.

On a carrier, you don't have to choose. You can run 2xEPtS, 2xTSS AND 2xHE without breaking a sweat. That's why I didn't think I'd need to mention them. But yes, on carriers HE actually helps with the healing part, my Vo'quv doesn't disagree in that regard.
