Counselor Duty Officer assignments will now properly show a medical symbol rather than a civilian symbol.
Updated the pathing and spawning information for all ground maps.
The Devidian Comet in the Night of the Comet mission will now consistently split into fragments.
Duty Officers:
Flight Deck Officer Duty Officers that reduce cooldowns for Boarding Parties and Hangar Bays now reduce the cooldown by a flat number of seconds per rank, rather than by a percentage.
This should resolve some cases where the Duty Officer power did not function at all.
Updated Energy Weapons Officers
Corrected description error on Beam Special Power cooldown reduction version.
Correct cooldown modifications are -2.5/-5.0/-7.5/-10.0 sec.
This is a display change only.
Changed effect of Subsystem Targeting cooldown reduction version.
Descriptions were correctly listing cooldown modifications, but power did not match.
Also increased proc chance from 25% to 50% to match other Energy Weapons officers.
Systems:
The effects of the 29th Century Stasis Pistol's secondary fire can now be reduced by having a high Willpower skill.
Reverse Shield Polarity 3 now applies the correct effect upon receiving incoming damage.
Previously it was too low.
Elite Fleet Phaser High Density Beam Rifles no longer have a Disruptor icon.
Changed the Elite Phaser ground weapon proc to a Shield Heal Over Time instead of an instant Shield Heal.
The overall value of the heal will be higher, but it will now occur across 10 seconds rather than all at once.
Updated Bridge Officer Abilities:
Reduced shared cooldown on Auxiliary to Structural Integrity Field and Auxiliary to Inertial Dampers from 15sec to 10sec.
Shared cooldown on multiple copies of Auxiliary to Inertial Dampers reduced from 20sec to 10sec.
Auxiliary to Emergency Battery moved from Battery cooldown to Auxiliary Power cooldown
It now shares a 10sec timer with Auxiliary to Inertial Dampers and Auxiliary to Structural Integrity.
Emergency Power to Shields has been added to the cooldown category shared by Extend Shields and Reverse Shield Polarity.
The shared cooldown between Directed Energy Modulation and Aceton Field has been removed.
The shared cooldown between Polarize Hull and Hazard Emitters has been removed.
The shared cooldown between Mask Energy Signature, Jam Sensors and Charged Particle Burst has been removed.
This also affects Antimatter Spread and Photonic Displacement consoles.
Removed Tachyon Beam and Energy Siphon from shared cooldown formerly shared with Tyken's Rift and Gravity Well.
The latter two will remain on a shared cooldown.
The shared cooldown between Viral Matrix and Scramble Sensors has been removed.
The shared cooldown between Photonic Officer and Photonic Shockwave has been removed.
Resolved an issue that caused some Cannons to display "ENERGYTYPE Canon Attack" instead of the actual weapon type, such as Plasma, Distruptor, etc.
Melee attacks from ranged weapons, like Rifle Butt, now properly have 80% shield penetration.
Increased the base speed for Advanced Slipstream Drive.
The Galaxy-Class ship summoned by the Fleet Galaxy Reinforcements Operational Asset will now properly use Emission-Seeking Torpedoes.
The Prometheus-Class ship summoned by the Fleet Prometheus Reinforcements Operational Asset will now use Multi-Vector Assault Mode earlier in combat.
The Bortasqu' War Cruiser Operational Asset will now deploy its Bird-of-Prey earlier in combat.

The Shooter Tray Overlay (2nd Row) keybind will reset the overlay back to the first row if the second row is currently selected.

You're letting this massive update on Tribble just for a day as usual? (The release notes for Holodeck are already posted.) Do you realise that those changes in eng boff abilities affect most cruiser builds out there (and not only cruiser builds)?
This really should be tested properly (as in, by players) before letting it on Holodeck.
Not saying those changes are bad, they're just very invasive (it seems every single one of my builds is obsolete now, lol).

This will mess up the majority of healers in STO, The goal is to Boost Cruisers and nerf escorts NOT the other way around. The only thing this does is make sci/scorts superstrong, and nerf cruisers in a massive way.
Who are they gonna test them with? I was on Tribble today pre patch and post patch and the population is zero. If the Chimera were up here for people to try then I'm sure things would pickup.

system team, you ****ed up utterly. you just killed RSP and ES. not running EPtS at full up time is not an option, unless you are part of a super focused pre made and can rely on constant extends on you. but you cant rely on that any more because the healers cant run it anymore without having resistance-less shields

Not for nothing, but isn't the entire notion of a "survivability skill having 100% uptime", broken in the first place? I've played quite a few MMOs over the past 10 years, and if there's one thing they all had in common, it's that survivability skills are generally used for short-duration preemptive protection against large amounts of damage. Emphasis on SHORT.
Perhaps a re-balancing of specific Healer skills may be in order, to allow Healer players to actually... HEAL? In the mean time, PVP is broken and will remain broken until the massive "PVP revamp" which is coming... later.
Wow not only do the boff changes TRIBBLE me off, but the fact that theres no mention of fixing the ship tailor just kicks the irritation up another notch or two. I'm beginning to wonder if anyone has the balls to stand up to whomever it is that keeps making the cruiser TRIBBLE decisions and tell them "no". Sure I have not been entirely supportive of you Dev folks, but I can understnad you have a lot on your plate. For that I do owe you an apology; however, my engi's are starting to take an automatic ankle grabbing bent over position every time someone asks "rdy to queue?". Please, it's time to figure out that there's more to this game than escorts. Yes, I use escorts on my tac and sci ships on my sci, escorts on my engi and sci also, but anti-cruiser vibe that many of us are catching is nothing short of sickening.

I have to wonder, what happened to DFStahl's assurances the QA and Testing procedures in STO would be inproved; and more testing wiould be allowed on the Test server? Pushing a patch out 24 hours after it being on Test doesn't appear to me to be any sort of improvement to procedure.

I just activated emergency power to shields, TRIBBLE I go a negvah canon rapid firing my TRIBBLE, TRIBBLE my shields gone (I dont know how to distribute shields yes im that noob I still use boarding party 3 as main attack) oh wait I know ill use my Reverse Shield Polarity 2....... TRIBBLE its on cooldown for 2 mins but I havent used it yet! Wait before the last patch I could save my bacon and live for 30 seconds more!
Good going cryptic i'll wait 6 months for a fix, but for now i'll leave the game and not buy lock box keys until fixed.
From a pvp point of view:
ok one thing you guys are forgetting to mention is if your running your shield power at 75 then buff it with emergency power to shields 2 gives you roughly 115 power
extends 3 runs off your shield power creating higher resistance
so at 115 shield power the extends has say 45 resist bonus to target
where at power level 75 its 35 - this is currently what you get with tribble patch server details.
where does this help healers when under attack?
the new extends doff gives 20% resist against energy atacks while extending which will get nerfed soon.

I have this game in the dark, smelly place now. Going to spend some $$ on SW:TOR (although I planned to wait for it to go F2P) so that I have something to do now when STO is unplayable for me favourite class.
I agree with the posters above. Please consider undoing these changes permanently, and at the very least, don't push them to holodeck without more testing.
Well, it isn't as bad as I feared. You actually can use Extend shields (or RSP) without loosing the full EPtS uptime. Only you need to time it right, at the exact moment it comes of the 15s CD. It then starts a 15s CD on the EPtS, when there is still 15s (ok, rather 14s) left on the first EPtS.
So in fact the only difference is you can't use all three of EPtS, ES, RSP at once (or is it ES and RSP had a shared CD before as well?). But you can still use EPtS with one of those.
My question is: What the hell is the purpose of this change? It just makes Extend and RSP very hard to use (and RSP is only useful if fired at the exact second needed).
Also, weren't you trying to make ES more attractive to (non-expert) players? This goes completely against it.
Therefore, please: Revert the change to EPtS. It just makes no sense, since it even goes against your own stated intents.
EDIT: Just a little fact (that isn't necessarily clear when reading the notes), EPtS is still behaving like any other EPtX, starting 15s CD on any other EPtX on activation (as stated, it has been "added" to another shared CD system, not transferred from EPtX system to ES/RSP shared CD system).
