Is the referral program "on hold?"

Hey all - I remember that it used to be that Cryptic would accommodate people who refer other people to STO with a photonic bridge officer. I would really like to get that officer (and to see the price of one on the exchange is troubling 
), but when one looks at the "referral program" on the "community hub" page, it says "coming soon." This leads me to believe that this policy might not be effective anymore.
Does anyone happen to have any info on this?

At the moment, the exchange is probably your best bet.
