Could the distribution tables for the different types of duty officer available from fleet personnel duty officer boxes be somewhat more balanced?
I just opened 50 "Fleet Engineering Personnel - Common Quality Duty Officer" boxes, and received a remarkable 19 flight deck officers.
I realise 50 isn't a very big sample, but pure chance indicates I shouldn't have got almost 40% of those boxes giving flight deck officers! There are 16 categories, so I would expect 2-4 of each type.
For the record, the distribution was:
19 flight deck officers
9 quartermasters
7 deflector officers
4 diagnostic engineers
3 tractor beam officers
2 hazard system officers
2 system engineers
2 fabrication engineers
1 damage control engineers
1 matter-antimatter specialist
0 warp core engineers
0 technicians
0 maintenance engineers
0 transporter officers
0 sensors officers
0 explosives experts
They never said that they are supposed to be balaced or contain all the possible engineering doffs (Someone correct me if I'm wrong)
From my personal experience these packs are biased towards Warfare officers and flight deck officers (don't know about the sci department) and will mostly drop them. That's pretty much it.

The tooltip should probably also indicate you'll get an engineering OR OPERATIONS department duty officer.
Either way, this is still feedback for the developers to consider.
Regarding the tooltip. They don't really like putting up the chances to get something (reference: lockboxes, STFs)
