Telll you what, join me on Task Force Spectre, and look for me DFII. I will tell you the secrets of science. You will see an increase in your dps with low weapons power and lend advice on the rest.
For one, you should consider switching to torpedoes. Preferably with high cooldowns, also bring along some projectile doffs (unless you really want to focus on your skills instead of weapons, in which case I cannot help a lot). Abilities to consider: Charged Particle Burst (not only does it decloak most hostiles, but it also packs quite a shield strip), Photonic Shockwave (if you have the appropriate console from the Bellerophon, use it as a substitute or an adjunct), Gravity Well (a powerful pull indeed), Tyken's Rift (drains the power right out of their warp cores). Breen set may also be helpful, especially if you use transphasics a lot.
Also consider whether you want to focus on dealing damage or healing/tanking.
The former requires what I said above as well as maybe Tractor Beam or a well placed Tractor Beam Repulsors (USE WITH CAUTION!). The latter I suggest Science Team, Tactical Team (NEVER PLAY WITHOUT IT), Transfer Shield Strength, Emergency Power to Shields (or Extend Shields, depending on who you want to heal, maybe even take both), Hazard Emitters (must have vs Borg and Romulans)...
Infinite possibilities have implications that could not be completely understood if you turned this entire universe into a giant supercomputer.

thanks for your reply and advices
it seem i need help with some weapons.
offensive skills like photonic shockwave or a combination of science skills can't actually kill a target
do you know if some players ,heals and help with some skills without firing ?
A quaker ship (no weapons at all )
CAN score kills
the test version quaker sci/escort does most of its damage with tractor beams but it has defeated enemies (admittedly only Gorn so far)
by not firing do you mean not reliant on traditional weapons or not having weapons equipped period?

with thanks to Alan and his test ship "Repulsive"
Thanks , i will search in the forum about this build and 'quaker' ship (i did not know this..)

i mean : do not use weapons , just skill and ability (there 's exception like tachyion beam , i 'am interested by the drain effect not damage)
well im not sure about just ability kills. but you could always use disruptor turrets to apply the damage resistance debuff and make all your skills hurt that much more. photonic shockwaxe used to really hurt too.
As a time traveller, Am I supposed to pack underwear or underwhen?

That's a bit trickier. To my knowledge, the game is not designed for disarmed ships. No build can compensate for the lost DPS and procs from removing your weaponry entirely. I gave you an option that functioned without sacrificing the damage potential. Also, I will point out that sollvax, as usual (why could he not be away longer? ), has misinformed you. Sure, the Repulsive is probably a real experiment, but Tractor Beam Repulsors is the WORST ability you could have unless you're going solo, in which case it doesn't matter. But do not do your teams a disservice by breaking any effort of theirs by TBRing stuff all over the place.

A good suggestion, unlike the so-called "quaker" ship.

hazard emitter, science team, polarize hull and transfer shield strengh
and the last : engineering team, emergency power to shield, tactical team and torpedoes high yield
I wish to mix photon and tricobalt torpedoes
with no weapons power but full auxilliary
i will plan to try with the long range science retrofit first
and try with the B'rel retrofit on KDF after if successful

Again, use TBR carefully when playing in a team. That thing is widely known as the worst possible power your team can have.
Also, if you combine photons and tricobalts, I suggest you get the best projectile doffs you can find, fire tricobalts as an opening shot, fire as many photons as you have to in order to recharge the tricobalt, fire tricobalt, and so on. Note that High Yield Torpedo will likely be a better choice for the tricobalt than the photons, as the damage increase will be much more visible - not to mention the subspace rift from a HY tricobalt disables hostiles for a few moments.
