Greets, I finally decided to go back and play some of my more neglected charaters, and got my Catain to Commander. Long ago when the Excelsior (Advanced Heavy Cruiser) came out i bought it, with the understanding i was paying for BOTH Commander & Rear Admiral versions. I went to the shipyard to claim my ship, only to find out now I have to BUY it again if i want a commander version, the same goes for the Nebula...what the heck is going on?
Remember, getting mad at me and taking it out on your keyboard.... just means you need a new keyboard

Post F2P the Nebula was made into a character unlock and not an account unlock as it had been before. They claimed it never was account wide. How then, did all my fed. characters back then have the tier 3 nebula in their inventory when I only did one purchase? The CSR simply closed that ticket after my replying pointing that out and never got a response or resolution.
Let it be a lesson... dont spend money on this game. just grind dilithium to zen and get stuff that way. Any money you spend here is very likely have that item you buy be nerfed, suddenly disappear from your inventory & be unable to claim it back,etc. This is a bait and switch scam operation that 'legally' gives themselves the right to bait and and switch you by having you click on the eula.
I purchased the Nebula after returning to the game a month ago and it unlocked for all my characters. I can go to the Zen Store and claim it on any Federation character I have.
All my Z-Store ships are account wide. I've bought all but the Exploration Cruiser Retrofit, Runabout: Yellowstone Class, and the Vulcan D'Kyr on the Fed side and quite a few Klingon ships. (side note: I'm doing well as to have not bought every single ship in the Zen Store already. OCD + F2P = EPIC FAIL)
To the OP...If there is more than 1 tier of a given ship style and you must get one of them but don't have cash to burn, buy the highest level one. Leveling is really fast in STO.

OP and I purchased the nebulas pre-F2P.

That was good old Captain Gecko who said that if you bought the T5 versions of the Nebula & Excelsior, you would get the T3 versions for free when f2p went live.
The problem is he made a mistake or lied depending on how you view it, but didn't honour his word.
I guess you didn't see this so you were oblivious to the cockup, so now you have to buy the T3 versions seperately sadly
