can i create a custum NPC?

In my story, I'd like to use a species that appeared in Voyager, but is not currently featured in STO. Is there a way to create it?

    depends on the species. Select the alien in the species tab of the character creator.

    In the foundry there is a costumes tab. Click on it and press the create costume button select "Alien" from the species list on the side. It should say by default Human and then you should be able to try and piece together the alien from the bits available.
