Is the only way to get something like EPW3 from another player (assuming you are not and ENG officer)?
Is it even possible to find a BO on the exchange with EPW3 or EPS3? Or any other source?
The BOff trainer can train any BOff ability up to Commander, but he or she cannot train the highest version of those abiltites. So, for instance, the trainer can train Gravity Well I (Lt. Cmdr) and Gravity Well II (Cmdr), but not the Commander level Gravity Well III version.
Where you can get training for the highest level versions depends on the ability. Some abities are only available on higher quality BOffs (i.e., you either have to commission a BOff with the skill or have him train one of your existing crew). Training for others are only available if trained by a player who is of that profession and has invested enough points in specific Captain skills to be allowed to train it. Finally, for a small number of abilities, the highest level is only available on Kits or other means and cannot be trained at all (and, obviously, then only available to players).
The Wiki has a nice list of all the abilities with color coding showing where each of the highest level abilities can be trained. That page is here:

That's what, in part, makes them "very rare" BOFFs and creates the demand for them.:)
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
Unique is like the Liberated Borg you get from the Collector's Edition, or the Photonic you got as part of the "invite a friend" promotion. Any BOFF that is an account-wide unlock for you can't be traded.

I know it's annoying, but at least we can trade our BOs. Can you imagine if you couldn't? I just ask in fleet when I need to retrain stuff.

They can be traded, only those that are unique can't. You have to remove all their equipment first. Than trade to someone who you know for training.
