Fleet projects troubles

Altough "Leaderboard" should show how much are people contributing this is not really the case at this time. Accuracy is about 40-60% max. Let me elaborate why I believe this is the case.

FC rewards are not properly decided and this is best example in donating DOFF. As nobody stores 10's of not needed officers(white's for example) when project is started everybody turns to Exchange to grab a few. In time of this writing white Doctor cost 175k EC and you can get 300 FC as a reward for contributing. In other projects for the same or lower price you can buy 10 Gamma Quadrant commodities and donate them for 2500 FC!

This creates the "snipping" problem. You can wait for next project to start and prepare contributions which yield a lot of FC for low investment (mostly commodities, cheaper officers, expertise or purchasable equipment). As soon as the project starts you contribute those and leave others to fill in the other more "expensive "contributions.

As I see that this issue has been raised (in a regard to DOFFs) in other threads. This is a simple matter of economics and legality. Even if u get needed white doff why would u contribute them for 100-300FC when by selling them on exchange and purchasing better goods u can get 2.5k FC? U look better in the leaderboard and u earn more, win-win for u? Still someone in the fleet which is more concerned about general good will still contribute them and leave him self in the middle of the leaderboard without any recognition. Not at all fair by my standards...

In general IMO its bad concept of setting fixed FC reward for item which is obtained in game randomly by players because then its "price" depends on player style of all players in game and if this shifts on macro plan(atm several times a day and few times a week), rewards can be too low or too high and rewards are not easily changeable.

This also opens up a question of Special projects too as commodities in above examples are can be contributed to that one. Special project are planned for fleet members to earn FC without actually contributing to projects which progress the starbase. Beyond my understanding is why this is implemented at all as FC should show actual contribution to progress not just to be exchange for it. Reward for special project of 5 XP in each of the categories is not even noticeable as fleet XP is calculated in thousands.

Quick fix for special projects could be to remove change of FC on Leaderboard for special project or to increase XP reward. In any case current concept of Special mission should be replaced with something more usable to fleet.

    If I have it right, some of the Special Missions are meant to offer additional opportunities for larger fleets to have more members earn FC.

    On our small fleet, we may start ignoring those special missions unless the membership complains.

    I do agree the "economy" impact of the star base construction is a little over board. One way or another, it's a Pay 2 Play model, and probably a nice profit center for PWE.

    Still, I want to be careful to not complain too much, because it may come down to how quickly fleets feel compelled to complete projects. If you want to move fast, it will cost you EC, dilithium and zen. If you can move more slowly, much of the project resources can be gained in game.

    As one of the more prosperous fleet members and a senior officer, I typically give a project a couple of days for the general membership to contribute in any resource area, but then at some point I will pull the trigger and buy whatever is needed to complete a project.

    Obviously, having deep pockets makes it a lot easier to be at the top of the leader board and I agree there might be a better mechanic to help balance things. For instance, I would have no objection to rewarding more EC for fleet marks.

    Honestly, no matter what is done, someone is probably gonna complain. Personally, I'd love to see a new mechanic which allows smaller fleets to make better progress.

    My peeve is data samples....I can contribute 250 shield generators in a fatal swoop, but 250 data samples must be contributed 1 by 1.....

    Fleet marks and Doff's are the big killer. One person can come in with lots of dilithium and top the leaderboard.

    Did this a few times since Season Six started. The dilithium counter stayed put with no progress at all for two days. So I filled it. Shot right up the Leaderboard too. Then I thought about it. A person who plays F2P whom contributes all they have in dilithium should be rewarded for doing so. They are giving from their need rather than their excess IMO. So I've laid off the 'easy' fills and begun doing the ones someone like this cannot. Duty Officers. Don't get nearly as much FC for them but this allows others to build their own FC up. So they can purchase things they want from the Fleet Store. I am good with this because it improves the overall quality of the Fleet.

    Duty Officers ought to count for more than they do when contributed to the Fleet, though. The Exchange posters certainly think they are worth their weight in ZEN right now.

    The very best thing about Season Six so far is the complete stoppage of the barrage of Fleet Invites I had to wade through during an STF or while in transit. I would imagine there are more than a few singles out there who've lost STFs because of this. It was discouraging to be unable to play as as anything other than Anonymous to Everyone.

    As others stated special projects are for large fleets with lots of members. My fleet is small enough that we don't even queue up the special projects, it's just a waste of resources.


    Could you explain what law has been broken by this system and makes it illegal?

    I am a cofounder/leader of a very small fleet. We are so small, we are still T0. We completed one special projec and decided to never do another. The only special projects we are starting is the time limited ones. If we complete it before the next one starts, great. If not, no sweat. We have been discussing among (the fleet leaders) about allowing members of other fleets that are having difficulty getting FC to join on a temporary basis to contribute to our base. This will help our base grow more rapidly and allow others to build FC.
