What build would be the best to go fast in sector space? It would be helpful with the race across the galaxy event.
Max out Driver Coil, equip the Borg Engine, use the Odyssey, be at level 50 and get Diplomatic Immunity. At slipstream speeds this can achieve speeds close to warp 35 for up to 1 minute at a time. The Odyssey is needed due to the Advanced Quantum Slipstream, which allows you to fly at Slipstream for a full minute, as opposed to the normal 30 seconds. The cool down is the same (2 minutes), and the turn rate at quantum slipstream is horrid (with any ship, not just the Odyssey) so use this with care and at points in your route where you get the most "bang for your buck."
Without the diplomatic immunity buff (which requires someone to give it to you) you can get up to around warp 30 with quantum slipstream and warp 20 with just full throttle in sector space.
Note that Driver Coil is generally regarded as close to useless (mostly convenience, though it does have some limited combat help regarding using full impulse) and you may be better off spending your points elsewhere.
Most people use the Borg engines which are the fastest. I cruise at Warp 20.93 (29.93 with slipsteam). With the pattern I use I can complete it in 20-22 minutes without using transwarp coils. With tw coils I get it done in about 15-18 minutes allowing me to run it right at 3 times per event.
Also on a side note: if you do not have any spec points or are low spec in Driver Coil (a lot of people dont) there is a Doff mission that when you critical, gives you a bonus to Driver coil. So look for that in advance to doing the Tour event.

I did 3 1/2 runs last event and i was actually beating the cooldown on the transwarp back to sol and had to wait for 2 of them (didnt have RP for run 1 and accidently went ithe wrong way due to distraction)
Also on a side note: if you do not have any spec points or are low spec in Driver Coil (a lot of people dont) there is a Doff mission that when you critical, gives you a bonus to Driver coil. So look for that in advance to doing the Tour event.
That doff mission increased my slipstream from 29.90 to 32.90. On a side note, I never noticed any increase in speed having diplomatic immunity placed on me.

Did you have someone else use it on you? It has to be placed on you by someone else, even if you're at a high diplomatic level. High diplomatic level lets you give others diplo immunity and head into enemy territory, but it doesn't buff the warp speed.

Raiding Party (adds about +4 also)
C-Store Cruiser pack with ALL special units (for engineering enhancements - Untested to see if this adds anything)
Driver coils at max Spec.
Top speed observed = 29.93 Standard. 39.94 Slipstream. (with Advanced Slipstream, will see you cross a full block and have a bit left over when you start out the next block)
Best Route -- (this has allowed me 4 complete runs worth 1.35mil credits when I get it right, with time to spare. without top speed from start).
Sirius to Beta Ursae...
Beta Ursae -- Cross Kalandra Sector to Bajor Sector, THEN BACK into Kilandra BEFORE entering Alpha Block (VERY IMPORTANT NOT TO ENTER FROM BAJOR SECTOR).
Hard Right to Zeta Block (Slipstream 1)
U-Turn Zeta back to Beta Ursae. (Completes Cardassian)
Hard left to Orellius -- Straight angle to hit second sector as you enter Eta Eridani. (Completes Deferi)
Eta Eridani to Pi Canis - Slipstream 2 (Completes Klingon)
Pi Canis -- NOTE U WILL BE POINTED THE WRONG WAY SO DO A HARD FAST 90o TURN ON THE SPOT... Straight to Psi Velorum.
Psi Velorum to Alpha Centuri (basic 45o left turn)
ALpha to Iota (make sure you cross in the sierra sector, dont go all the way across)
U-turn Iota -- entering in Devron Sector (if you came in from sierra) exiting from Bolarus.
This puts u back in Alpha Block - Taneebia Sector (Completes Romulan) -- U WILL BE POINTING AT IOTA SO TURN 90o Right first. Angle towards Regulus block and Slipstream 3.
Enter Regulus (still with slipstream) and just go straight down towards Sirius. Angle your run so as soon as u hit Kassae you enter Sirius.
Enter Sirius (completes Federation Space). -- Hard turn right to the transward gate (1.85LY away).
Enter Gamma Orionis, angle and zigzag to hit all four Sectors and into Pelia.
Transwarp back to Spacedock and Repeat.
Total Run time (when done right = 15mins)
*Note.. I have not been lucky enough to have someone buff me with Diplimatic Immunity before starting (usually I am halfway through lap 1 or 2 before buffed), and Raiding party once, so this 4 lap system can be done without it. (though would love to see how far into a fifth run I could get STARTING with all speed buffs).

P.S -- Transwarp Cooldown is 20mins... so can hurt you if not prepared. Easy to resolve. DOF officer that reduces Transwarp cooldown is active, and u have no problem at all.

What's quicker in the long run, Any ship but the Odyssey, no Driver Coils, and the Buff.
