  They sort of do that already with a daily called investigate office reports, you do 3 foundrey missions of your choice, review them, then when you hand in the quest you can either get a delithium container or an item for your level.

  We have that as well with the star system and a number of authors are very much against it. We have some players who leave a single star and some rather distaste comments on popular foundry missions.
  
  Also taking user created content and making it official content leaves some rather large legal holes. I know I've written some stuff for a certain RPG magazine back in the late 80's as a contract employee and the paperwork for that was not fun.
