Fleet Xp

I am one of the main leaders/founders of 4 very active fleets (2 FED and 2 KDF ) with about 200-300 members each

Our Fleet bases are coming along very nicely and everything is running smoothly, we have most of it figured out except one question still bothers me that i can't seem to find an Answer to yet. -- I have searched Wiki and the forums for an answer yet still haven't found it and i was hoping someone could just point out the obvious to me that i seem to be missing.

It says we need Fleet XP to advance in tier level. Why I don't exspect this to happen right away, we have done several projects already and that hasn't earned up a single Fleet XP, several of us have done the new fleet actions to earn marks, yet no fleet XP,

IS there something I am missing? DO we need to do Certain events As a fleet together?
Is there a Specific thing I need to Que up for us?

any help would be welcome. I am sorry if i missed something where the answer is blindly obvious, but running four fleets has me a bit spread thin.

    Fleet XP is only earned by completing starbase tiers. So their is nothing special you can do to get that to increase except increasing the Tiers. Starbase Military XP ( as well as enginering and science) is different from Fleet XP

    thank You, seems that i wasn't the onu person wondering about this as I saw others discussing it in Zone while i was at Earth Space dock cleaning my bank up.

    Actually, fleet XP is only granted on completion of facility upgrades. You reach tier 1 in a facility when you gain 10,000 track specific XP (sci, eng, or military). So for example, if you are leveling your science track, you reach tier 1 in science when you hit 10,000 science XP. This unlocks a communications array upgrade. You have to run this upgrade assignment to get a tier 1 comm array. When completed, this is what earns you 1000 'fleet' XP. Having 1000 fleet XP unlocks your starbase upgrade, at which point you can run the starbase upgrade assignment.

    It is theoretically possible to have Tier 5 in Science, Engineering, and Military, but have 0 Fleet XP. Although why anyone would do it is beyond me and I would recommend a mutiny.
