After playing the last couple of days since S6 launched, from a fleet point of view things got harder.
I might be speaking here from my own personal experiances and point of view but who in their right mind wants to micro manage every single member in a fleet to ensure a fair spread of fleet credits now that the starbases are here.
So the reason for my post is to discuss and suggest possible solutions to reduce the micro-management side.
1. Let fleet leaders assign a % to starbase projects. This % is the max allowed per person to contribute. % is defined as the project become available so as the starbase progresses and higher value projects turn up the % can be adjusted accordingly. This pretty much means as a new project/upgrade becomes available a fleet leader can apply the % then open it to the fleet knowing that a fair spread of resources from all fleet members will be needed to fill the quota.
2. allow Fleet leaders (and maybe officers) to assign people to wings within the fleet. A wing would consist of a max say 25 people with a min of 5. Allow for wing leader positions and a deputy. Allow fleet leaders to assign wings to specific projects with the onus then going to wing leader/deputy to assign contribution % based on the wing size and composition. This came to mind after seeing the spread of projects. One wing could be military, another science and the last engineering for example and each one is responsible for funding their own research tree.
I got to the above 2 suggestions after seeing the starbase interface, while its a start it needs a whole lot of work unless you are in a fleet that is happy to play a first come first served basis for donating to projects - in which case the options above wont apply as they are an optional.
My suggestions are not the be all and end all to solve problems so hopefully with the help of the community we could maybe come up with something everyone can work with ok.
Again the reason for this post is to put forward suggestions to reduce the micro management level for fleet leaders regarding starbase projects and trying to spread out the fleet credit allocations fairly between fleet members. The options above would be optional and not necessary so if you and your fleet like it as it stands there is no change.

Why would fleet marks be allocated? I thought you earn them through missions?
Yes, the leader-board thing is just making it a competition. The 1st place guy in our fleet has TEN times the points of the 2nd place person. He already has over 200,000. (I'm guessing he's the one that posts the missions so knows what's needed before it even goes up.)
I have plenty of stuff to contribute but all of the needed material queues fill up instantly when it's posted. If things stay this way, I'd be better off joining a small fleet where I actually have an opportunity to contribute mats and gain points.
There needs to be a cap on what a person can contribute to a mission per day or a cap on the amount of fleet marks someone can earn in a day.
It's day 2 and our #1 could already buy a fleet ship if they were available! Just something wrong with that.
Implementing caps would need to be an actual decision made by fleet leaders, though. If hard limits of how much can accumulated by a single person are set in to the game by Cryptic then small fleets could die as they'd cease being competitive.

Oh yeah needs to be fleet leaders that do the % stuff (noted a couple of time in my OP as well as it being an optional decision for those that like it how it is)

Small fleets are already dead. The insane costs of the starbase projects and upgrades means no small fleet will ever really enjoy a starbase. You do need 50 people minimum contributing on and off (time zone, playing time, etc) to get the tier 5 starbase at any reasonable time.
For example, I know my small fleet will be empty of people by the end of this month. Simply because it is better to join a huge fleet where people dont know each other but they have the installations built ...than to stick with RP/themed/group of friends fleet because it will never reach the upgrade/building level at any time in the enjoyable future.
As a Fleet leader of a fairly large Fleet, I couldn't agree more. There needs to be a cap, which is decided by the Fleet leader. The "first come, first serve" method is simply unfair for members with limited game time and/or limited funds, because of the limited time. We've already began to experience problems and tensions with the current system. There needs to be a way to actually "assign" teams to projects. Donations should also be "trackable". We should be able to see exactly what was donated, and by who. The Fleet store should also keep a record of who buys what items.
You know, there is a way to do it with the current setup, but it will involve a little more management by the fleet leaders. Well, a lot, really.
If you have the spare fleet ranks, make duplicate ranks and set one of the duplicates to being unable to contribute. Once a player starts doing to much, change their rank to that of the duplicate so they retain everything but the ability to contribute to fleet projects.
You'd need to let the fleet know you're doing this in advance. If you don't, you might get a few disgruntled people.
I have about 40000 credits and put a lot into the fleet system small fleets are cool but they will take a long time to get anything. I have my own fleet with three members and of will take a while I can see myself getting to fleet tier 5 in a year at the rate I'm going so while its not great its doable. Small fleets are fair big fleets are control freaks but no spread of the wealth. Best to level in small and switch out to big.
This is all unnessessary. Give it a few weeks or maybe a couple months and people will run out of their stores, and you'll no longer have fleet projects filling instantly.

While that is not a sure fire fix, it is something do-able right now. So it could be a good way to put the brakes on someone who's hogging all the contributions.
