This is Very Likely something that Happens to 99.99% of All Players that Play Fleet Events
and I for one am getting Extremely Annoyed with this ! Personally i think and Let's See if ANY Cryptic Staff Even Check this Post and Post back on this...for Any Player who is Idle for longer
than 30 Seconds after the Event Starts Should Be Kicked From the Event and Not allowed back into that Event until a New Match Starts, there should be something put into place that
Prevents Players staying Idle long enough just so they can Take another Players Hard Earned Kill Away From Them! as well as Staying Idle until the End of the Event just so they can get Loot that They Themselves Did NOT even Play and Work to Get! I think Cryptic Seriously Needs to do Something about this Issue because it's Just Ruining the Fun for Everybody else that is Playing in that Event!
- Pressing a keyboard key every 25 seconds to avoid the kick?
- Being in Red Alert?
- Inflicting X damage/healing?
- Multiple key presses over x period?
I find I change my mind quite a lot over what I consider active (if I'm to break it down like that). Its far easier to define it as a person who is clearly afk or not pulling their weight, or actively trolling the team versus a player who is trying to at least assist the team tackle the content (remember it can be very punishing for lt2 rank characters to fight in fleet events - even though they are boosted. They are more likely to die and spend more time being ineffective with their lower BOs/skills).
Instead I think Cryptic should just go ahead and implement a team vote-to-kick feature. Sure its dirty and prone to exploitation - but for the most part its always better to give the playerbase tools to police themselves rather than have Cryptic design complex activity trackers which monitor everyone's actions and could punish those who are just below a given quote of activity.
Unfortunately, as evident from their inaction - they simply don't feel the need to do anything.

The issue here sems to be stealing kills more than activity.. Which would be easier to deal with rather than the activity. Personally id say that rewards from kills should be divvied between all members in the instance equally.

when i say Active i meant Pulling there wait and causing Damage to Enemy's while their in motion, and Helping out and Contributing in the match Unless their Engines and or their Weapons System are Offline because of Enemy fire because of being in a Dog fight with them, and Not just Sitting at the other side of the map or just Avoid fighting all together
Then again a Team Kick Vote could work just have it set so it's set at an 80% Needed Vote to Kick then it won't be as easily abused.

wow. first, OP, You Really Don't Have To Capitalize Every Word.
second, you are complaining that someone fired on YOUR target, possibly got a lucky crit and gets the kill? really? Deep breath, dude. if you have issues like that get your fleet mates and do a private mission.
