Fleet starbases

This has been bugging me since season 6 launched. How do you actually get to your starbase system, I have it on my transwarp screen, yet I cant seem to actually go there.

    In the western-most sector of the Eta Eridani sector block.

    Transwarp capability doesn't open up until T1 Science, you can see it in the reward list.

    And yes you can dock with the starbase while it's a tier 0. Visit the officer of the watch to the north for a quick daily mission that nets you a few fleet marks.

    edit: I thought you had to wait until tier 1 to dock and get access to the watch officer. That's why I wanted to say something,

    anyone know how to lvl up the starbase the miliatry sci and engi are getting xp but the fleet xp is at 0xp ?

    is thi normal do u have to get like t5 sci before u can gain fleet xp? :confused:

    We're all wondering the same thing actually. Some folks think that for each individual tier you get 1k in xps while others say completing all three tiers give you 1k in points.
