The win needs to be incentivised though. A flatline rate that everybody that completes the match gets, and the winning team gets their marks doubled. This is to dissuade the afk'ing.

Double isn't enough in my opinion. I think the way WoW did it with after-match honour point rewards for winning and losing battlegrounds was perfect.
The losing team got about 50-75 honour points at the end of the match. The winning team got about 275-300 at the end of the match. AFKing wasn't as much a problem as it was when Ker'rat was taken off the no-cooldown thing.
If you don't add enough incentive, people will still AFK, or at the best, not try hard. 4x or 5x (or even more if the loss rate is pretty damn low, but still that low hanging fruit) would be a good bonus to winning.
Assuming the going rate for a loss would be something like... 4 marks, the winning team would win something like 25-30 marks.
And yeah, it'd have to be limited to public queues. I remember helping some people out with private queuing and me just slaughtering them left and right so they could get their daily dilithium quickly and it felt so cheap. Incentivising a win where you could cheat that win is just a bad idea. Yeah you could win trade with premade groups, but... eh.

Yup one easy solution would be to add a choice to the wrapper missions so you can get either DIL or FM
but this would atract afk'ers there have to be better ways, at least some affirmation from the DEVs that they are brainstorming about this would really help

I don't think the +++ should be straight doubled. Perhaps each team gets +6% per kill thus giving the winning team double and the losing team a chance to earn only slightly less.
However, it's not always you run into equally matched and awesome groupings but when they do happen, it would be nice to get rewarded for sitting there for a hour or two pew pewing.

simply rename the queue "starbase defense" to keep the rp'ers happy. If you lose the match, you didnt "defend" your starbase and "NO soup (merits) for you!"
